公共政策活动中的政府利益分析

【摘要】： 在现代社会，公共政策作为一种正式的制度安排，日益成为政府实施公共管理、实现社会公共利益的主要手段，有关公共政策的问题也成为诸多学者关注的焦点。但对公共政策的研究中，人们往往忽视政府利益对政策行为的影响，至于如何通过合理手段对政府利益进行调控，人们的研究则更少。本文试图就这些问题作初浅的探讨。文章认为，政府也有独立的特殊的利益取向。由于政府掌握公共权力的特殊地位，当它受到各种社会因素影响时，很容易以权谋私，实现自身利益，造成对公共政策的侵害，使之偏离公共利益的要求。寄希望于政府主动控制其自利性是必要的，，但却是远远不够的，必须通过一系列有针对性的制度设计和规范调控，使之维系在良性水平上。以维护和实现公共政策的公共性。本文首先从政府利益的一般理论研究入手，通过概念界定、特征揭示、利益结构分析等几个方面对政府利益做了初步阐述，研究了政府和政府利益的二重性，点明本文研究的重点为扩张了的政府利益。在第二部分，利用委托——代理理论、博弈论、制度经济学等理论对政府利益在政策活动中的表现及对政策过程——政策问题形成、政策制定、政策执行、政策评估等环节的影响和危害作了系统分析。第三部分，文章结合中国的现实情况剖析了导致政府利益对政策活动渗透的现实动因，即体制缺陷、公众参与不足以及利益机制的不健全。文章最后在前文分析的基础上，提出合理满足和控制政府利益，提高公共政策公共性的具体对策和措施。
[Abstract]:In modern society, as a formal institutional arrangement, public policy has increasingly become the main means for the government to implement public management and realize the social public interest. However, in the study of public policy, people often ignore the influence of government interests on policy behavior, and how to regulate government interests through reasonable means. This paper attempts to make a preliminary study on these problems. The article holds that the government also has an independent and special interest orientation. Because the government holds the special position of public power, when it is influenced by various social factors, it is easy to use its power for personal gain, realize its own interests, and cause the infringement on public policy. It is necessary to expect the government to take the initiative to control its self-interest, but it is far from enough. It must be regulated through a series of targeted system design and regulation. To maintain it on a benign level to maintain and realize the public nature of public policy. This paper begins with the general theoretical study of government interests, and through the definition of concept, characteristics reveal, interest structure analysis and other aspects of the interests of the government to make a preliminary elaboration, studied the dual nature of government and government interests. In the second part, by using principal-agent theory, game theory, institutional economics and other theories, the author points out that the emphasis of this paper is on the expression of government interests in policy activities and the formation of policy process. The influence and harm of policy making, policy implementation, policy evaluation and so on are systematically analyzed. The third part, combined with the reality of China, analyzes the realistic reasons that lead to the penetration of government interests into policy activities, that is, institutional defects. Finally, on the basis of the above analysis, the author puts forward concrete countermeasures and measures to reasonably satisfy and control the government's interests and improve the publicity of public policies.
