【摘要】： 当前经济运行中出现的问题是结构矛盾的反映，结构矛盾的实质是先行产业结构已无力带动经济快速稳定增长。国际贸易作为一个国家对外经济活动的主要方面，是经济发展的重要决定因素，其本身的发展也与经济发展的具体进程息息相关。如何认识产业内贸易的形成机制，通过各种政策性引导和法律规范，提高我国产业内贸易水平，从而站在贸易的角度以全球化的眼光理解产业升级的重要性与可行性是写作本文的初衷。文章由五个部分构成。文献综述部分对论文涉及的产业内贸易和产业升级的相关问题研究作了简要说明，并对本文的基本论点作了阐述。作者认为与产业升级有最直接联系的分工与贸易理论是产业内贸易(Intra-industry Trade)的相关内容。世界正在经历史无前例的大规模重新分工，贸易的格局也相应改变。我国加入世界贸易组织，意味着在国际分工和贸易体系中国家发展战略进行了重大调整。加速经济增长方式从粗放型为主向集约型为主的转变，实现产业结构的升级，是今后一个时期我国经济发展面临的战略性任务。基于要素禀赋的传统经典分工和贸易理论在中国的应用已经过了高速拉动的有效期。中国加入WTO后的对外贸易量无疑会进一步放大，随着综合国力的提升，原来以单纯比较优势理论为基础的国际分工与国际贸易理论对中国产业升级战略有明显的束缚——要素禀赋所决定的比较利益明显将中国这样的国家锁定在了产业链的低端，处在产业链低端所能获取的比较优势得益是有限的，而现实中国际贸易的产业内贸易比重亦有加强趋势。第二部分的内容主要是对产业内贸易和产业升级的相关内容作介绍。首先是通过了解产业内贸易理论的形成背景，说明新时期国际分工与贸易的新特点，并对经典的比较优势理论在特殊情况下的适用性作了简要分析；进而阐述产业内贸易理论的具体内容，将产业内贸易的划分标准[《国际贸易标准分类》(SITC)]与产业内贸易程度衡量[“格鲁伯—劳埃德产业内贸易指数”(GL指数)]作了界定，并对相关理论——需求相似理论、技术差距理论、规模经济和不完全竞争理论、产品生产国际间循环的理论、国家竞争优势理论作了简要介绍。其次对产业升级的内涵、标准、及影响产业结构的因素作了界定和讨论，通过对我国产业结构的现状分析，说明现阶段产业结构的特点，解释产业升级缓慢的原因，确定产业升级的目标。第三部分的内容是说明产业升级对产业内贸易的影响。主要的影响主要包括两方面内容：一是产业升级能扩大产业内贸易的水平。产业内贸易与一国的经济发展相联系，工业化程度越高一般产业内贸易的比重就越大，而像中国这样的发展中国家现阶段产业升级的核心内容实质上就是工业化的推进；产业升级并非会带来每个产业或行业的产业内贸易的增加，在推进规模扩张的同时，这种力量在产业和产品结构上是有方向性的。二是产业升级对产业内贸易结构的调整。产业结构变动引导的贸易结构变动趋势是通过对产品结构变动实现的，产业升级影响产业内贸易结构的方式则是通过中间产品产出变化反映，产业升级对产业内贸易调整的途径则在目前主要表现为跨国公司的公司内贸易。第四部分讨论产业内贸易在产业升级中的作用。通过阐述新经济条件下产业内贸易对产业结构演变的意义，进而说明发展中国家产业内贸易对产业结构的巨大拉动作用。产业内贸易对产业升级的直接影响是表现在对产业国际竞争力的促进上，在全球经济一体化的大势所趋下，产业的国际竟争力是产业升级的重要条件；其间接影响表现为产业内贸易的外部性对产业效率和产业技术进步的作用，而效率和技术是产业国际竞争力实现的先决条件。第五部分是对我国促进产业升级的产业内贸易政策选择的建议。在对我国面临的国际竟争态势与政策选择原则的思考基础之上，提出了可采取的贸易战略应是基于产业升级的产业内贸易政策，具体包括三方面内容：第一，充分利用跨国公司，并促进建立本国控股的跨国公司；第二，，要实现对外开放与中国工业相互促进共同发展的目标，一个重要的方面是要积极促进机电产品的产业内贸易；第三，加强加。工贸易对产业升级的推动作用。通过实行产业内贸易导向政策，实现产业升级的经济发展战略目标，以及产业升级与产业内贸易的良性互动。
