试论社会主义市场经济与政府行为的科学规范

【摘要】： 随着改革开放的发展，经济体制由计划经济向市场经济转变，我国国民经济不仅走上了正常的运行轨道，而且获得了突飞猛进的发展，社会生产力水平大大提高，综合国力空前加强，人民生活水平大幅度提高。经济基础决定上层建筑，，经济体制、经济环境、经济条件的变化必然要求上层建筑的变化。政府行为作为上层建筑的重要组成部分，必然要随着这一变化而变化。在社会主义市场经济体制初步确立、生产相对过剩已经出现和经济全球化波及我国的新的经济条件下，不构建科学规范的政府行为就会阻碍我国经济的持续快速健康发展。构建科学规范的政府行为关键在于确定政府的经济职能。根据党的十六大报告，我国政府的经济职能是国有资产的经营管理职能、社会管理和服务职能及宏观经济的调控职能。这三个职能决定了适合我国国情的科学规范的政府行为有八个特征。构建科学规范的政府行为，我们可以按照新体制的要求通过借鉴发达国家科学规范政府行为的经验、总结我国改革开放以来的成功探索等途径来进行。
[Abstract]:With the development of reform and opening up and the transformation of the economic system from a planned economy to a market economy, the national economy of our country has not only been on the track of normal operation, but also achieved rapid development, and the level of social productive forces has been greatly improved.Comprehensive national strength has been strengthened unprecedented, and the living standards of the people have been greatly improved.The economic basis determines the superstructure, the economic system, the economic environment, the economic condition change inevitably requests the superstructure change.As an important part of superstructure, government behavior must change with this change.With the initial establishment of the socialist market economy system, the emergence of relative excess production and the new economic conditions of economic globalization affecting our country, the failure to construct scientific and normative government behavior will hinder the sustained, rapid and healthy development of our economy.The key to the construction of scientific and normative government behavior is to determine the economic function of the government.According to the report of the 16th National Congress of the Communist Party of China, the economic function of our government is the management function of state-owned assets, the function of social management and service, and the function of macroeconomic regulation and control.These three functions determine that there are eight characteristics of scientific and normative government behavior suitable for China's national conditions.According to the requirements of the new system, we can draw lessons from the experiences of the developed countries and sum up the successful exploration since the reform and opening up of our country.
