邓小平统筹城乡发展思想的探析

【摘要】：新中国成立之后，为了迅速恢复国民经济，优先发展重工业和城市化，实行二元经济社会结构体制，经济开始腾飞。随着市场经济的发展，我国取得了举世瞩目的成就，同时也面临着进一步发展的制约，尤其是城乡发展面l临着崭新的挑战——城乡差距的不断扩大、全面建设小康社会步伐缓慢等问题。中共中央和国务院提出了构建社会主义和谐社会、全面建设小康社会的号召成为新时期的工作目标。并将统筹城乡发展作为新时期一个发展战略，是深入贯彻科学发展观的重要体现，是实现和谐社会的迫切要求。因此，关于如何统筹城乡发展，引起了理论界、学术界的广泛关注，并且展开了深入的探讨。邓小平立足于中国国情提出了统筹城乡发展的主张，经过改革开放三十多年的检验，中国城乡关系得到了初步缓解，农民的生产积极性空前高涨。邓小平的统筹城乡发展思想是对马克思主义经典作家城乡发展观的继承和发展。其内容包括两大要素：一是立足于城乡关系的目的、发展方向和历史唯物方法论原则；二是基于时代主题变化对统筹城乡发展的具体论述。前者为后者的基础、本质和底蕴，后者是对前者的实践和运用。邓小平统筹城乡发展的思想具有很强的时代性、前瞻性、全面性，对如何解决城乡关系起到了积极的指导作用，为新时期统筹城乡发展奠定了重要的思想基础。本文旨在从邓小平统筹城乡发展思想的理论基础、实践基础及其具体内容出发，揭示城乡二元经济社会结构特征、弊端和改变这种状态的急迫性与必要性，，总结出统筹发展的基本制度框架和几点思考与建议，在此基础上提出新的路径选择。
[Abstract]:After the founding of New China, in order to rapidly restore the national economy, give priority to the development of heavy industry and urbanization, the dual economic and social structure system was implemented, and the economy began to take off.With the development of market economy, our country has made remarkable achievements, but also faces the restriction of further development. Especially, the development of urban and rural areas is facing a new challenge-the widening of the gap between urban and rural areas.The pace of building a well-off society in an all-round way is slow and so on.The CPC Central Committee and the State Council put forward the call to build a socialist harmonious society and a well-off society in an all-round way.Taking urban and rural development as a development strategy in the new period is an important embodiment of carrying out the scientific concept of development in depth and an urgent requirement to realize a harmonious society.Therefore, how to coordinate the development of urban and rural areas has aroused the extensive concern of the theoretical and academic circles, and launched in-depth discussion.Deng Xiaoping has put forward the idea of coordinating urban and rural development based on China's national conditions. After more than 30 years of reform and opening up, China's urban-rural relations have been initially alleviated, and farmers' enthusiasm for production has never been higher than ever.Deng Xiaoping's thought of urban and rural development is the inheritance and development of Marxist classic writer's urban and rural development view.The content includes two elements: one is based on the purpose of urban-rural relations, the direction of development and historical materialistic methodology principle; the other is based on the change of the theme of the times to the specific discussion of urban and rural development.The former is the foundation, essence and essence of the latter, while the latter is the practice and application of the former.Deng Xiaoping's thought of coordinating urban and rural development has a strong epoch, foresight and comprehensiveness, which plays a positive guiding role in how to solve the urban-rural relationship and lays an important ideological foundation for coordinating urban-rural development in the new period.The purpose of this paper is to reveal the characteristics of urban-rural dual economic and social structure, its drawbacks and the urgency and necessity of changing this state from the theoretical basis, practical basis and concrete content of Deng Xiaoping's thought of overall urban and rural development.This paper summarizes the basic institutional framework of overall development and some thoughts and suggestions, and puts forward a new path choice on this basis.
