试论李斯特《政治经济学的国民体系》的现实意义

【摘要】： 本文指出了在全球经济一体化的背景下，由于知识经济的涌现，现代分工的发展，资本、市场、技术的日益全球化，李斯特的某些理论已不能反映当代的经济社会发展状况，需要进一步发展和完善——特别是其贸易理论和工业化理论需要得到完善。但作为发展经济学和历史学派的先驱，李斯特的许多观点到今天依然具有重要意义，例如对政府作用的强调，工业化理论，生产力理论，经济协调发展理论等值得进一步探讨，，其有限保护理论更是当前普遍认同的发展战略。从当前的情况来看，发展中国家面临着巨大的困难，东南亚危机，阿根廷金融风暴的震荡还未消除，东欧、俄罗斯，中国的改革还成败未卜，至于绝大部分的亚、非、拉国家则依然面临着人口失控，环境恶化，政府腐败无能，市场扭曲等一系列严峻问题，发展问题依然是全球最紧迫的问题。然而，与事实相悖的是，自从上世纪八十年代以来，发展经济学急剧地衰落了，西方借其经济霸权掌握了话语霸权，伴随着新自由主义的全球渗透，许多发展中国家走上了歧途，付出了巨大代价。虽然发展经济学的衰落直接导源于发展战略的失败，然而，发展的失败也使得发展经济学的存在有其合理性，因此，发展经济学的衰落必然进一步加深发展的贫困。只要发展中国家的发展战略还处在西方经济学霸权之下，发展中国家的发展必将困难重重!我今天谈论李斯特，是因为他面对着当时笼罩着西方的世界主义经济学霸权时，毫不畏惧地提出国民体系，强调了落后国家发展所面临的特殊困境，并指出了有限保护的发展道路，从而打破了强国的工业垄断，导致了日后德国、日本、俄罗斯等国赶超战略的成功。应当说，这种从现实经济问题出发，以解决现实经济问题为宗旨的研究态度和研究方法，特别值得我国经济学界的关切和借鉴!

The success or failure of the reforms in Eastern Europe, Russia and China is uncertain. As for the vast majority of Asian, African and Latin American countries, the population is still out of control, the environment is deteriorating, and the government is corrupt and incompetent. Market distortions are a serious problem, and development remains the most pressing problem in the world. Contrary to the facts, however, development economics has declined dramatically since the 1980s. With the global penetration of neoliberalism, many developing countries have gone astray. There was a great price to pay. Although the decline of development economics comes directly from the failure of development strategy, the failure of development also makes the existence of development economics reasonable. The decline of development economics is bound to further deepen the development of poverty. As long as the development strategy of the developing countries is still under the hegemony of western economics, the development of the developing countries is bound to be beset with difficulties. I'm talking about Liszt today because he put forward the national system without fear in the face of the supremacy of cosmopolitan economics that shrouded the West at the time. Emphasizing the special difficulties facing the development of backward countries and pointing out the path of development with limited protection, thus breaking the industrial monopolies of powerful countries, Led to the future success of Germany, Japan, Russia and other countries to catch up with the strategy. It should be said that this kind of research attitude and research method, which starts from the real economic problems and aims at solving the real economic problems, Especially worthy of our economic circles of concern and reference!
