【摘要】：正一、引言福利经济学普遍都把福利定义为人的满足感、幸福感或人的快乐,是人的一种主观感受,在本质上把福利、幸福和快乐视为同义词。福利作为人的一种的主观感受具有的不可比较性和不可测量性制约了福利经济学的运用与发展,使福利经济学长期不能真正列入主流经济学行列。本文认为幸福与快乐的本质是自由,如果一个人觉得他是幸福的,那么他必定是自由的,如果他觉得不幸福,那么他必定是不自由的。反之如果一个人觉得他是不自由的,那么他必定是不幸福的。由此福利的本质即
