我国民用机场政府管制改革与发展研究

【摘要】:为了进一步推动我国经济建设发展,完善政府管制体系,,通过分析现行经济体制结构,发现我国政府面临的重大问题是对垄断性行业的政府管制改革。民用航空运输业在世界各国均被定性为自然垄断性产业,是各国政府管制体制改革中具有典型性和代表性的案例。随着近年来我国市场运行体制的不断发展和完善,从行政管理角度出发对民航业政府管制改革的探析已经成为一个新的研究方向。 本文以我国的民航业中民用机场的政府管制改革为探究重点,分析民用机场属性问题;民用机场规划建设存在的一些缺陷,如机场总量相对较少,机场分布不均匀等;民用机场安全运营方面基础设施及政府监管力度较弱等;机场内航班延误使旅客大量投诉为机场管理带来不便等实际问题,引进国外民用机场政府管制经验,从政府的角度出发,提出与之相应的意见和策略。首先要明确机场的属性,希望政府给出相应政策来划分公益性机场与收益性机场;其次就民用机场规划建设方面,提出努力构建大城市多机场系统,偏远城市简易机场,为发展我国航线网络建设而奋斗,并提出在机场建设过程中,注重生态的保护与美化;就机场安全运营提出政府要明确自身的职责,并尽量做到公平公正,完善安全管理组织结构,提高技术含量;最后就机场服务方面希望政府予以更高的政策扶持和资金赞助等,希望进一步完善我国政府管制体系。
[Abstract]:In order to further promote the development of China's economic construction and improve the government control system, through the analysis of the current economic system structure, it is found that the major problem facing our government is the reform of government regulation in monopoly industries. Civil air transport industry is characterized as a natural monopoly industry in the world, which is a typical and representative case in the reform of government regulatory system. With the continuous development and improvement of the market operation system in China in recent years, it has become a new research direction to explore the government control reform of the civil aviation industry from the perspective of administrative management. This paper focuses on the government control reform of civil airports in China's civil aviation industry, analyzes the attributes of civil airports, and some defects in the planning and construction of civil airports, such as relatively small total amount of airports, uneven distribution of airports and so on. The infrastructure and government supervision of civil airport security operation are weak and so on. The flight delay in the airport causes a large number of complaints from passengers to bring inconvenience to the airport management and other practical problems. The experience of foreign civil airport government control is introduced, and the corresponding opinions and strategies are put forward from the point of view of the government. First of all, we should clarify the attributes of the airport, hoping that the government will give the corresponding policies to divide the public welfare airport from the profitable airport. Secondly, on the aspect of civil airport planning and construction, this paper puts forward that efforts should be made to construct large city multi-airport system and remote urban airstrip to strive for the development of route network construction in our country, and to pay attention to ecological protection and beautification in the process of airport construction. On the airport security operation, the government should clarify its own responsibilities, and try its best to be fair and fair, improve the organizational structure of security management, and improve the technical content; Finally, it is hoped that the government will give higher policy support and fund sponsorship to the airport service, and hope to further improve the government control system of our country.
