图们江流域边境旅游合作区开发研究

【摘要】：当今世界,全球化与区域经济一体化进程加快,周边国家对外开放不断深入,我国跨境旅游发展的步伐随之加快,规模也日渐扩大,跨境旅游已逐步成为我国旅游业收入的重要增长点。吉林省作为连接俄罗斯、朝鲜的重要边境省份,发展跨境旅游、加强区域合作已成为本省国际旅游业发展的必然趋势。 1991年,重点开发图们江项目在联合国开发计划署总部通过记者会向世界宣布,正是顺应区域发展的潮流,兼备现实意义与理论意义。但是,图们江区域的中国、朝鲜、俄罗斯具有不同的社会性质,要在三个不同社会性质的国家间发展跨境旅游合作,建设国际旅游合作区是前所未有的、具有历史意义的开创性工作。 2009年11月16日,国务院正式批复《中国图们江区域合作开发规划纲要——以长吉图为开发开放先导区》,作为长吉图区域开发开放的重要中心城市和节点城市,延龙图充当着前沿窗口的重要作用。推进图们江区域国际合作,必须结合中朝俄三国22年来在图们江区域政治、经济、社会、文化等方面的合作现状和相关政策,以及过去图们江区域合作的经验教训。加强图们江区域国际合作的载体是在中国、俄罗斯、朝鲜三国毗邻区域,依照各国制度、合作原则、既定目标,优化资源配置,把旅游六大要素“食住行游购娱”在边境地区充分结合,形成一个规模大、品质高、品牌响亮,并且旅游结构合理的旅游目的地,即：图们江流域边境旅游合作区。本文借鉴了旅游学原理、区域经济学、市场营销学、旅游经济学等相关学科理论,主要采用理论研究结合实际调查的方法对本文涉及的区域旅游合作、跨境旅游合作等相关理论及有关实际数据进行收集、整理、分析。通过研究国内外区域旅游与跨境旅游合作现状,总结出开发图们江流域边境旅游合作区的经验与启示,同时,就图们江开发边境旅游合作区的可行性进行SWOT分析,结果呈现出图们江边境开发旅游合作区条件充分,具有充分的发展空间和广阔的发展前景。
[Abstract]:In today's world, with the acceleration of the process of globalization and regional economic integration and the deepening opening of neighboring countries to the outside world, the pace of cross-border tourism development in China has been accelerated and the scale is gradually expanding. Cross-border tourism has gradually become an important growth point of tourism revenue in China. As an important border province connecting Russia and North Korea, Jilin Province has become an inevitable trend in the development of international tourism in Jilin Province. In 1991, the key development of the Tumen River project was announced to the world through a press conference at the headquarters of the United Nations Development Program. It is precisely in keeping with the trend of regional development and having both practical and theoretical significance. However, China, North Korea, in the Tumen River region, Russia has different social properties. It is an unprecedented and pioneering work to develop cross-border tourism cooperation among three countries with different social characteristics and to build an international tourism cooperation zone. In November 16th 2009, the State Council formally approved the outline of China's Tumen River Regional Cooperative Development Planning-taking Changji Tu as the leading area for development and opening up, "as an important central city and node city for the development and opening up of the Chang-Jitu region." Yanlongtu plays an important role in the front window. To promote international cooperation in the Tumen River region, we must combine the current situation and relevant policies of the political, economic, social and cultural cooperation between China, North Korea and Russia in the Tumen River region over the past 22 years. And lessons learned from past Tumen River regional cooperation. The carrier for strengthening international cooperation in the Tumen River region is to optimize the allocation of resources in the adjacent regions of China, Russia, and the DPRK, in accordance with national systems, cooperation principles, and established objectives. The six main factors of tourism, "food, shelter, travel, shopping and entertainment", are fully combined in the border areas to form a large scale, high quality, resounding brand, and a tourism destination with reasonable tourism structure, that is, the Tumen River Basin Border Tourism Cooperation Zone. This paper draws lessons from the theories of tourism theory, regional economics, marketing, tourism economics and so on, and mainly uses the method of theoretical research combined with actual investigation to discuss the regional tourism cooperation in this paper. Based on the research on the current situation of regional tourism and cross-border tourism cooperation at home and abroad, this paper summarizes the experience and inspiration of developing Tumen River Basin Border Tourism Cooperation Zone. Based on the SWOT analysis of the feasibility of the Tumen River Border Tourism Cooperation Zone, the results show that the Tumen River Border Development Tourism Cooperation Zone has sufficient conditions, full development space and broad development prospects.
