新会旅游产业化发展的政府作用研究

【摘要】：当今，旅游业已经成为世界经济的主导产业之一，在一些国家或地区旅游业一定程度上代表了国家或地区形象，对条件成熟的旅游地区进行旅游产业化推动，更加成为很多国家和政府的重要政府工作。然而，发展旅游产业，尤其是对旅游业进行产业化整合，具有很强的自身特性，效益周期相当长，所以在规划和推动国家或地区旅游产业化发展过程中，政府的作用举足轻重。结合实际情况，调节和掌控好市场与政府的作用，在发挥政府作用时，关键是建设“有效政府”，并让“有效政府”能够在旅游产业化过程中“适当引导”。这也是本论文在新会旅游产业化发展中对政府作用进行研究和探讨的主要目的之一。 “幸福广东”概念的提出，宣告广东“十二五”规划的核心命题是“加快转型升级，建设幸福广东”，江门市新会区紧跟省市步伐，提出了“加快转型发展，建设幸福新会”的目标，而旅游发展作为第三产业，是现代人幸福生活不可或缺的一项新型指标。如何实现“幸福新会”的战略目标，作为拥有丰富旅游资源和优势地理位置的新会，，区委区政府提出了“加快建设新会银洲湖高端旅游产业集聚区，创建国家旅游强区”的思路转变，正式将旅游作为一个支柱产业来打造，并对整个新会旅游进行产业化升级和改造，这对于新会政府来说，是个新的机遇与挑战。本论文的研究是建立在作者亲身参与新会银湖湾旅游产业转型的实际工作经历的基础上，结合银湖湾及新会实际并以此为突破口，从宏观的角度对新会旅游产业化推动过程中的政府作用予以探讨。通过资料收集、实地走访、部门采访、数据图表等方式，对国家旅游产业大环境及国内外旅游产业化发展案例的政府功能进行探讨，结合新会旅游产业化发展的基本情况，以新会银湖湾管委会的旅游产业转型升级作为个案来分析并指出新会政府在推动旅游产业化发展中的不足之处，由此吸取成功经验及结合自身实际，从而提出新会政府在旅游产业化中可以进行的完善与创新思路,希望对新会在“十二五”发展中第三产业的推动有所帮助。
[Abstract]:Nowadays, tourism has become one of the leading industries in the world economy. To some extent, tourism in some countries or regions represents the image of the country or region. However, the development of tourism industry, especially the integration of tourism industry, has its own strong characteristics, and the benefit cycle is quite long. Therefore, in the process of planning and promoting the industrialization of tourism in the country or region, the government plays an important role. According to the actual situation, it regulates and controls well the role of the market and the government, and when it exerts the role of the government, The key is to build "effective government" and let "effective government" guide properly in the process of tourism industrialization, which is also one of the main purposes of this paper to study and discuss the role of government in the development of Xinhui tourism industrialization. The proposal of the concept of "happy Guangdong" declares that the core proposition of Guangdong's "12th Five-Year Plan" is "speeding up the transformation and upgrading and building a happy Guangdong." Jiangmen Xinhui District follows the pace of provinces and cities, and puts forward "speeding up the transformation and development." As the third industry, tourism development is an indispensable new indicator of modern people's happy life. As a new meeting with abundant tourism resources and advantageous geographical location, the district government has proposed a change of thinking of "speeding up the construction of the high-end tourism industry cluster area of Xinhui Yinzhou Lake and creating a strong national tourism area." It is a new opportunity and challenge for Xinhui government to build tourism as a pillar industry and to upgrade and transform the whole Xinhui tourism industry. The research of this thesis is based on the author's actual experience of participating in the transformation of Xinhui Yinhu Bay tourism industry, combining with the actual situation of Yinhu Bay and Xinhui, and taking this as a breakthrough. From a macro point of view, the role of the government in the process of promoting the industrialization of Xinhui tourism is discussed. Through data collection, field visits, department interviews, data and charts, and so on, This paper probes into the general environment of the national tourism industry and the government functions of the cases of tourism industrialization development at home and abroad, and combines with the basic situation of the development of Xinhui tourism industrialization. This paper takes the transformation and upgrading of the tourism industry of Xinhui Yinhu Bay Management Committee as a case study and points out the shortcomings of Xinhui government in promoting the development of tourism industrialization, so as to draw on the successful experience and combine with its own reality. Therefore, the paper puts forward the ideas of perfection and innovation that can be carried out by Xinhui government in the process of tourism industrialization, hoping to be helpful to the promotion of the third industry in the development of Xinhui in the 12th Five-Year Plan.
