德阳市东湖乡郊野梦乡乡村旅游规划研究

【摘要】：城乡统筹,是我国经济社会事业发展到现阶段的战略性任务.是党和国家的工作重点。城乡统筹的基本途径是以城带乡,通过“农业转型、农民转业”来推动城乡产业对接、服务对接,促进农村传统经济融入城市现代经济,在城市化的过程中实现城乡同发展、共繁荣的目的。德阳市近十余年的快速发展,经济总量、人均GDP、人均可支配收入在四川都名列前茅,具备了半小时、一小时经济圈的强大辐射功能。在这个经济辐射功能区,具备了以城带乡、城乡产业对接、农民与市民交融的基础和条件。而且事实上,德阳市周边已经初步形成了“农家乐经济圈”。作为以制造业为主的工业城市德阳,“城市需要绿肺、市民需要生态”,这是科学发展观所要求的。但是,目前德阳市周边农家乐尚处于：开发处于自发状态,行业缺乏品牌引导,产业处于初级阶段；建设布局无序化,经营内容同质化,环境效益负外部化的现状。为了改变这种现状,有必要进行,规划为指导,项目为支撑；片区开发,整体推进；统一管理,分散经营；资本参与,特色发展的示范试点园区,从而推动德阳市周边农家乐的产业升级换代与发展。现在呈现在面前的,德阳市旌阳区东湖乡“城乡统筹乡村生态旅游示范园区规划方案”,就是在这样的社会经济背景下所产生的。本文通过研究得出了以下结论： (1)本文通过借鉴国内外乡村旅游规划的理论与实践研究,探讨了乡村生态旅游开发的条件、规划的原则及策略,并研究了乡村生态旅游规划的基础理论。 (2)通过对规划区的区位交通条件、自然环境条件、社会经济发展状况以及旅游基础设施对对规划区旅游发展条件进行了分析,还对规划区的旅游资源评价,发现规划区区位优势明显,生态环境优美,旅游资源丰富,旅游开发优势显著,完全具备发展乡村生态旅游的重要条件。 (3)通过规划区的旅游开发现状与前景分析、项目开发战略、旅游开发定位与总体布局以及项目发展目标的分析研究,将规划区的旅游主题为“城市郊野型乡村生态旅游观光体验、休闲度假旅游地”,同时根据规划区的地形地貌特征、旅游资源分布以及总体目标定位和旅游项目开发特点,将研究区总体布局为：三区、一中心、三出入口布局,简称“313布局”。 (4)分别对规划区的旅游项目、旅游基础设施及服务设施、旅游资源与环境保护进行了规划,不仅充分挖掘了规划区的旅游资源,同时贯彻了乡村旅游的宗旨,坚持以生态保护为主,开发与效益并重的原则,最后还提出了保障措施规划,以促进规划区乡村旅游的可持续发展。 (5)针对规划区的实际情况提出相关的项目实施保障措施,实现有利于农民增收,有利于城乡统筹发展,有利于农民生活水平的提高,有利于生态环境的改善这“四个有利于”目标。
[Abstract]:Urban and rural overall planning, is our country's economic and social undertakings to the present stage of the strategic task.It is the focus of the work of the Party and the state.The basic way of urban and rural planning is to take cities and towns as a whole, to promote the integration of urban and rural industries and services, to promote the integration of rural traditional economy into urban modern economy, and to realize the same development of urban and rural areas in the process of urbanization.The aim of common prosperity.With the rapid development of Deyang city in the past ten years, the total economic output, per capita GDP and per capita disposable income are among the highest in Sichuan, with the powerful radiation function of half an hour and one hour economic circle.In this economic radiation function area, it has the foundation and condition of city and countryside, urban and rural industrial docking, farmers and citizens.And in fact, the surrounding Deyang City has formed a preliminary "Nongjiayue economic circle."As an industrial city based on manufacturing, Deyang, "cities need green lungs, citizens need ecology", which is required by the scientific concept of development.However, at present, the surrounding Nongjiale in Deyang City is still in the state of spontaneous development, lacking of brand guidance, and the industry is in the primary stage; the construction layout is disordered, the management content is homogenized, and the environmental benefits are negative externalized.In order to change this situation, it is necessary to carry out the demonstration pilot park with planning as guidance, project as support, district development as a whole, unified management, decentralized management, capital participation and characteristic development.In order to promote the surrounding Deyang City Nongjiale industry upgrading and development.In front of us, Donghu Township of Jingyang District of Deyang City "urban and rural ecotourism demonstration park planning plan" is produced under such social and economic background.This paper draws the following conclusions through the research:1) based on the theory and practice of rural tourism planning at home and abroad, this paper discusses the conditions, principles and strategies of rural ecotourism development, and studies the basic theory of rural ecotourism planning.(2) this paper analyzes the conditions of tourism development in the planning area by analyzing the regional traffic conditions, the natural environment conditions, the social and economic development conditions and the tourism infrastructure of the planned area, and also evaluates the tourism resources of the planned area.It is found that the planning area has obvious regional advantages, beautiful ecological environment, rich tourism resources and significant advantages of tourism development, which is fully equipped with the important conditions for the development of rural eco-tourism.3) through the analysis of the present situation and prospect of tourism development, the strategy of project development, the orientation and overall layout of tourism development, and the analysis and study of project development objectives,The tourism theme of the planning area is "the urban countryside ecotourism experience, the leisure vacation tourist destination", at the same time, according to the topography and geomorphology characteristic of the planning area, the distribution of tourism resources, the overall target orientation and the tourism project development characteristic,The overall layout of the study area is: three zones, one center, three entrances and exits, for short, "313 layout".(4) the tourism projects, tourist infrastructure and service facilities, tourism resources and environmental protection of the planned areas are planned respectively, which not only fully excavates the tourism resources of the planned areas, but also implements the purpose of rural tourism.In order to promote the sustainable development of rural tourism in the planning area, this paper insists on the principle of ecological protection and equal attention to development and benefit, and finally puts forward the plan of guarantee measures.According to the actual situation of the planning area, the relevant project implementation guarantee measures are put forward to realize the benefits of increasing farmers' income, the overall development of urban and rural areas, and the improvement of peasants' living standard.To improve the ecological environment this "four favorable" objectives.
