基于比较优势的大湘西生态文化旅游产品开发研究

【摘要】:“大湘西”是对整个湖南西部及西北部地区的统称,是湖南省主要的欠发达地区、少数民族地区和生态脆弱地区,蕴藏着丰富的自然生态、民俗文化资源,旅游产业视为发展大湘西地区民族经济的支柱产业。然而,在深入开发旅游资源与保护生态文化资源之间的矛盾越来越突出的同时,需求结构的转变和国民经济新增长点的培育致使传统旅游产品的开发模式难以适应日趋激烈的市场竞争。为此,论文以比较优势理论与大湘西生态文化旅游产品开发现状为基础,通过创新静态、动态、后势三层次的开发思路,对产品分别进行核心、关联、专项开发,将资源优势转化为生态文化旅游产品开发的综合优势。 论文将影响大湘西生态文化旅游产品开发的要素分为基本要素、推进要素、削弱要素三类,指出大湘西生态文化旅游产品开发的桎梏,即过于依赖基本要素致使产品开发陷入比较优势陷阱。同时,提出生态文化旅游产品开发必须遵循的四个基本原则,以基本原则为指导,选择能充分发挥比较优势的产品开发模式,通过静态开发、动态开发、后势开发,形成动静结合,层层递进的多层次开发格局。在此格局之下,大湘西生态文化旅游产品分为核心产品、关联产品、专项产品三类,进而开展重点突出、多元协作、功能完备的产品开发。 具体而言,第一层基本要素包括区位地理条件与资源开发基础这两个绝对优势,而过于依赖资源禀赋使得资源浪费严重,影响生态文化平衡,对大湘西整体形象建设不利。在静态开发之下,建立开发保护的协调机制,深加工多样化的资源,通过突出核心产品,构建“神秘湘西”品牌。第二层推进要素包括政策、技术、市场需求等,处在发展过程中的相对比较优势在一定程度上限制着产品功能的完善,产品附加值的提升及产品体系的健全。在动态开发之下,加强区域协作,完善城市功能,通过整合关联产品,形成大湘西生态文化旅游连片连圈发展。第三层削弱要素包括经济基础、文化观念及投资环境,这些比较劣势不仅从根源上制约生态文化旅游产品开发,并且狭隘的利益观、市场观将严重阻碍国际市场的开拓。在后势开发之下,重视科普与核心文化的宣传,,选择多样化合理的投资方式,通过提炼专项产品,释放具有国际竞争力的后发优势。
[Abstract]:"Great Xiangxi" is a general term for the whole western and northwestern parts of Hunan Province. It is a major underdeveloped region, minority areas and fragile ecological areas in Hunan Province. It contains abundant natural ecology and folk culture resources. Tourism industry is regarded as the pillar industry of developing national economy in western Hunan. However, while the contradiction between the deep development of tourism resources and the protection of ecological and cultural resources is becoming more and more prominent, With the change of demand structure and the cultivation of new growth point of national economy, it is difficult for the traditional tourism product development mode to adapt to the increasingly fierce market competition. Therefore, based on the theory of comparative advantage and the current situation of eco-culture tourism product development in Western Hunan, the paper carries on the core, connection and special development of the product by innovating the three levels of static, dynamic and post-potential development ideas. The advantages of resources will be transformed into the comprehensive advantages of the development of ecocultural tourism products. The paper divides the factors that affect the development of ecocultural tourism products in Western Hunan into three categories: basic elements, promoting factors and weakening factors, and points out the shackles of the development of eco-culture tourism products in Western Hunan. That is, too dependent on the basic elements of product development into a comparative advantage trap. At the same time, the paper puts forward four basic principles that must be followed in the development of eco-cultural tourism products. Guided by the basic principles, the author chooses the product development mode which can give full play to the comparative advantage, and through static development, dynamic development, post-potential development. Form dynamic and dynamic combination, layer by layer progressive multi-level development pattern. Under this pattern, the ecocultural tourism products of Western Hunan can be divided into three categories: core products, related products and special products. Specifically, the first layer of basic elements includes the two absolute advantages of geographical conditions and resource development basis, and excessive reliance on resource endowment causes serious waste of resources, which affects the balance of ecological culture and is unfavorable to the overall image construction of Western Hunan. Under the static development, the coordination mechanism of development and protection should be established, the diversified resources should be deeply processed, and the brand of "mysterious Xiangxi" should be constructed by highlighting the core products. The second layer includes policy, technology, market demand and so on. The comparative advantage in the process of development limits the perfection of product function, the promotion of product added value and the perfection of product system to a certain extent. Under the dynamic development, we should strengthen the regional cooperation, perfect the function of the city, and form the ecological culture tourism of Western Hunan by integrating the related products. The third level weakens the elements including the economic base, the cultural concept and the investment environment. These comparative disadvantages not only restrict the development of eco-cultural tourism products from the root, but also narrow the view of profit, market view will seriously hinder the development of the international market. Under the post-development, we should pay attention to the propaganda of science popularization and core culture, choose diversified and reasonable investment methods, and release the late-development advantage with international competitiveness by refining special products.
