六安市旅游行业管理研究—政府治理视角

【摘要】：随着我国经济结构的不断调整,经济发展与上层建筑之间的矛盾也逐渐凸显,新形势和老制度不协调的问题也越来越引起关注,公众对政府改革的呼声越来越大。在这样的背景下,近年来,全国自上而下进行了多次政府机构改革。改革虽然取得了一定的效果,但却没有突破性进展,各级政府依然普遍存在着职能不清、机构膨胀、效率不高等问题。旅游业是我国近年来兴起的新型产业,为促进产业发展,各级政府纷纷建立和强化旅游行业管理职能,在一定阶段,政府的介入促进了产业的发展。但随着形势变化,政府治理不善的问题逐渐显现,旅游行业管理机构设置不科学,职能错位交叉等问题比较突出,阻碍了产业的进一步发展。本文以政府治理为视角,对六安市旅游行业及其管理进行全面梳理和分析,寻找其不足,并提出有关对策。当然,笔者提出的有关对策还不够周全,特别很多对策需要整个行政体制改革的配套作为前提,但就此作一探讨,以期共同寻求解决该市旅游产业甚至扩展到其他地方不同产业的政府治理问题,为下一步我国地方行政体制及机构改革提供参考。
[Abstract]:With the constant adjustment of economic structure in China, the contradiction between economic development and superstructure is becoming more and more prominent. The new situation and the old system are not in harmony with each other, and the public calls for government reform more and more. In this context, in recent years, the country has carried out a number of top-down reform of government institutions. Although the reform has achieved certain results, there is no breakthrough, and the governments at all levels still have some problems, such as unclear functions, expansion of institutions, low efficiency and so on. Tourism is a new type of industry rising in China in recent years. In order to promote the development of industry, governments at all levels have established and strengthened the management function of tourism industry. In a certain period, government intervention has promoted the development of the industry. However, with the change of the situation, the problems of poor government governance gradually appear, the tourism industry management agencies are not scientific, the functions are intersected, and so on, which hinders the further development of the industry. From the perspective of government governance, this paper comprehensively combs and analyzes the tourism industry and its management in Luan City, looks for its shortcomings, and puts forward some countermeasures. Of course, the relevant countermeasures put forward by the author are not comprehensive enough, especially many of them need the complete complement of the whole administrative system reform as a prerequisite, but this is discussed. The purpose of this paper is to seek a solution to the problem of government governance of the tourism industry in the city and even to extend to different industries in other places so as to provide a reference for the next step in the reform of local administrative system and organization in our country.
