城乡统筹视域下吉林省乡村旅游发展研究

【摘要】：城乡统筹是我国目前协调城乡发展，改变城乡二元经济结构的的重要战略，其目标是在城乡互动、优势互补的发展进程中缩小农村与城市的发展差距，从根本上改善农村的生产生活环境和农民发展状况，实现二者的共同发展。乡村旅游作为沟通城乡社会经济的桥梁和纽带，在实现农民增收就业和农村经济社会的发展等方面无不起着积极的推动作用。城乡统筹的制定和颁布为我国旅游业尤其是乡村旅游业发展带来史无前例的发展机遇。乡村旅游存在于广阔的农村，其强大的社会、经济和文化价值，大力发展乡村旅游，对于协调城乡统筹发展中起到巨大作用。吉林省是国家生态建设示范省，也是我国农业大省，旅游资源丰富，特色鲜明，，且有将近70%的旅游资源分布在乡村。本文从乡村旅游的角度出发，就如何在城乡统筹的视域下发展吉林省的乡村旅游进行探讨，力求探寻适合吉林省乡村旅游发展的有效途径。文章首先分析了城乡统筹与乡村旅游之间的相互关系，指出城乡统筹为乡村旅游发展提供巨大的动力，乡村旅游是实现城乡统筹的最具实效性的路径选择；其次从资源和市场分析着手，对吉林省的乡村旅游发展现状进行分析，得出了吉林省乡村旅游资源的类型和空间分布特点，以及吉林省乡村旅游客源市场的特征，总结了吉林省乡村旅游发展的优势、劣势、机遇和挑战。再次根据吉林省乡村旅游的发展现状分析，提出了目前吉林乡村旅游发展存在的问题，包括缺乏政策指导、缺乏科学规划、监管力度不强、专业人次稀缺、乡村旅游产业链不完整等。最后，通过对比分析我国发达地区—浙江省在城乡统筹发展中乡村旅游发展的优秀案例，总结其在规划、政策措施等方面的成功经验并借鉴到吉林省乡村旅游发展之中，根据吉林省的实际情况，提出城乡统筹视域下，吉林省乡村旅游发展的具体措施。
[Abstract]:Urban and rural planning is an important strategy to coordinate the development of urban and rural areas and change the dual economic structure of urban and rural areas. Its goal is to narrow the gap between rural and urban development in the process of urban-rural interaction and complementary advantages. Fundamentally improve the rural production and living environment and the development of farmers to achieve the common development of the two. Rural tourism, as a bridge and link between urban and rural social economy, plays a positive role in increasing farmers' income and employment and rural economic and social development. The formulation and promulgation of urban and rural planning brings unprecedented opportunities for the development of tourism, especially rural tourism. Rural tourism exists in the vast rural areas, its strong social, economic and cultural values, vigorously develop rural tourism, to coordinate the overall development of urban and rural areas play a great role. Jilin Province is a demonstration province of national ecological construction and a big agricultural province in China. The tourism resources are rich and distinctive, and nearly 70% of the tourist resources are distributed in the countryside. From the point of view of rural tourism, this paper probes into how to develop rural tourism in Jilin Province from the perspective of urban and rural planning, in order to find an effective way for the development of rural tourism in Jilin Province. This paper first analyzes the relationship between urban and rural planning and rural tourism, and points out that urban-rural overall planning provides a huge power for the development of rural tourism, rural tourism is the most effective path to achieve urban-rural integration. Secondly, starting with the analysis of resources and market, this paper analyzes the present situation of rural tourism development in Jilin Province, and concludes the types and spatial distribution characteristics of rural tourism resources in Jilin Province, as well as the characteristics of rural tourist source market in Jilin Province. This paper summarizes the advantages, disadvantages, opportunities and challenges of the development of rural tourism in Jilin Province. Thirdly, based on the analysis of the present situation of rural tourism in Jilin Province, the paper points out the problems existing in the development of rural tourism in Jilin Province, including the lack of policy guidance, the lack of scientific planning, the weak supervision and the scarcity of professional people. The rural tourism industry chain is incomplete and so on. Finally, through the comparative analysis of the outstanding cases of rural tourism development in the urban-rural overall development of Zhejiang Province, this paper summarizes its successful experience in planning, policy and measures, and draws lessons from the development of rural tourism in Jilin Province. According to the actual situation of Jilin Province, this paper puts forward the concrete measures for the development of rural tourism in Jilin Province under the view of overall planning of urban and rural areas.
