公共旅游资源网络治理研究

【摘要】：公共旅游资源以其空间范围的广阔性、资源的原真性、游览价值的独特性能给旅游者带来前所未有的体验过程,具有极大的旅游价值。近年来,基于海洋资源、森林生态资源以及各种文化遗产类资源的深度探险式旅游正在逐渐取代传统的观光型旅游。然而,公共旅游资源由于其使用上的“非排他性”和“竞争性”的特点,成为各利益相关方攫取的对象,利益矛盾错综复杂；其“外部性”特征使得各利益相关方的趋之若鹜造成了如今全球范围内的各种“公地悲剧”。如何有效治理“公地悲剧”现象,成为世界关注的焦点。而如今全球范围内不断出现的,基于实现公共旅游资源可持续发展的各种区域联合组织,为公共旅游资源的网络治理提供了现实基础。本研究正式基于这种背景,展开了对公共旅游资源的网络治理研究。首先,本研究回顾了网络治理理论,对网络治理的各种机制及其相互作用关系进行了详细的理论探析,结合对公共旅游资源概念和特征的探讨结论,界定了公共旅游资源网络治理的结构要素和绩效评价维度,进行了公共旅游资源网络治理的理论构建。其次,构建了公共旅游资源网络治理绩效评价的概念模型,并提出了关键变量的假设关系。认为网络目标协调性、职责协调性、资源整合性和关系信任性与治理网络运行的稳定性、公共旅游资源可持续发展均存在正向关系；治理网络的运行稳定性与公共旅游资源可持续发展具有正向关系。然后,本研究以长城旅游资源的网络治理为实证研究对象,对模型和假设关系进行实证检验。通过路径分析,发现长城网络治理的职责协调性和资源整合性对长城治理网络运行的稳定性和长城可持续发展没有显著的正向影响,经过本研究的进一步调研和访谈,提出了长城网络治理存在的问题。最后,本研究从加强长城网络治理共同目标的认可、促进长城网络治理职责关系的协调、优化长城网络治理投入要素的整合、重视长城旅游开发与保护的平衡几方面提出了提升长城旅游资源网络治理绩效的对策建议。
[Abstract]:The public tourism resources bring unprecedented experience process to tourists because of its expanse of space, the original nature of resources and the unique performance of tour value, which has great tourism value. In recent years, deep exploration tourism based on marine resources, forest ecological resources and various cultural heritage resources is gradually replacing the traditional sightseeing tourism. However, because of its "non-exclusive" and "competitive" characteristics in the use of public tourism resources, public tourism resources have become the object of various stakeholders, and the conflicts of interests are complicated. Its "externality" characteristics make all stakeholders scramble to cause all kinds of "Commons tragedies" all over the world. How to effectively manage the phenomenon of "tragedy of the Commons" has become the focus of attention in the world. Nowadays, various regional joint organizations based on the sustainable development of public tourism resources are emerging all over the world, which provide a realistic foundation for the network governance of public tourism resources. Based on this background, the research on network governance of public tourism resources is carried out in this paper. First of all, this study reviews the theory of network governance, makes a detailed theoretical analysis of various mechanisms of network governance and their interaction relations, and discusses the concept and characteristics of public tourism resources. This paper defines the structural elements and performance evaluation dimensions of public tourism resource network governance, and constructs the theory of public tourism resources network governance. Secondly, the conceptual model of performance evaluation of public tourism resource network governance is constructed, and the hypothetical relation of key variables is put forward. It is believed that the coordination of network objectives, the coordination of responsibilities, the integration of resources and the relationship trust have positive relations with the stability of governance network operation and the sustainable development of public tourism resources. The stability of governance network has a positive relationship with the sustainable development of public tourism resources. Then, this research takes the Great Wall tourism resources network governance as the empirical research object, carries on the empirical test to the model and the hypothetical relation. Through path analysis, it is found that the responsibility coordination and resource integration of the Great Wall network governance have no significant positive effect on the stability of the Great Wall governance network and the sustainable development of the Great Wall. The problems of the Great Wall network governance are put forward. Finally, from the view of strengthening the recognition of the common goal of the Great Wall network governance, promoting the coordination of the responsibilities of the Great Wall network governance, optimizing the integration of the Great Wall network governance input elements. This paper puts forward some countermeasures and suggestions to improve the performance of the Great Wall tourism resources network governance from the aspects of the balance between the development and protection of the Great Wall tourism.
