娄底市乡村旅游发展对策研究

【摘要】：我国的乡村旅游则兴起于20世纪80年代，目前虽仍处于初级阶段，但发展十分迅速。随着近年来乡村旅游年的启动以及“新农村、新旅游、新体验、新风尚”、“魅力乡村、活力城市、和谐中国”等宣传活动的深入，我国的乡村旅游市场得到大力发展，成为国内旅游的重要支撑。乡村旅游对于优化和调整地区旅游产业、促进农业产业结构调整、扩大农村就业机会、促进农村社会经济可持续发展有着重要的作用，其发展越来越受到各方重视。娄底地处湖南省几何中心，距长株潭城市群仅1小时车程。娄底市拥有丰富的乡村旅游资源，进一步开发娄底市乡村旅游资源，不仅可以更好地发展娄底旅游业，也可以促进新农村建设。近年来，娄底提出打造“长株潭后花园”的总体旅游发展概念，并将发展乡村旅游作为重要抓手，取得了不错的进展。但是，对乡村旅游的认识、开发、经营、管理和研究还处在较低水平，乡村旅游的市场还很弱小。娄底市如何发挥毗邻长株潭区位优势，，挖掘区域内丰富的旅游资源，提高对乡村旅游的认识，引导和扶持乡村旅游健康发展，借发展乡村旅游之势，促进本地区农村经济和农村面貌的根本改观，正是本文研究的目的所在。本文在明晰乡村旅游概念和了解国内外研究的基础上，运用相关理论的研究成果，以最新的统计数据、最新的政策文件为前提，通过实地调查、文献研究、横向比较等方法，对娄底市旅游资源和乡村旅游市场的进行了调研和分析，详细列举了部分地区在发展乡村旅游进程中的先进经验。同时，在掌握了大量第一手资料的基础上，阐述了娄底市乡村旅游发展的现状，梳理出了制约娄底市乡村旅游健康发展的“瓶颈”，提出了建设性思路和对策，即要在强化政府引导、加强市场管理、创新经营模式、开发旅游产品、加大宣传力度等五个方面同时着力，科学规划，合理开发，创新经营，加强宣传，尽快打开娄底市乡村旅游发展的新局面，为全市旅游经济乃至整个经济发展提供强力支撑。相比前人的研究，建设性的提出了省市共建发展建议，通过争取省委政府和省直部门与娄底市共同建设来发展乡村旅游富民工程，为娄底市乡村旅游发展提供了新思路。
[Abstract]:China's rural tourism rose in the 1980s, although it is still in the primary stage, but the development is very rapid. With the launch of the year of Rural Tourism in recent years and the deepening of propaganda activities such as "New Countryside, New Tourism, New experience, New Fashion", "charming Countryside, dynamic City, harmonious China", the rural tourism market in China has been vigorously developed. Rural tourism plays an important role in the optimization and adjustment of regional tourism industry, the adjustment of agricultural industrial structure, the expansion of employment opportunities in rural areas, and the sustainable development of rural social economy. Loudi is located in the geometric center of Hunan Province, only an hour's drive from Changsha-Zhuzhou-Xiangtan City Group. Loudi City has rich rural tourism resources, further development of Loudi City rural tourism resources, not only can better develop Loudi tourism, but also can promote the construction of new rural areas. In recent years, Loudi put forward the concept of overall tourism development of "Chang-Zhu-Tan Post-Garden" and made good progress in developing rural tourism as an important starting point. However, the understanding, development, management, management and research of rural tourism are still at a relatively low level, and the market of rural tourism is still very weak. Loudi City how to give play to the geographical advantages adjacent to Changsha, Zhuzhou and Xiangtan, excavate rich tourism resources in the region, improve the understanding of rural tourism, guide and support the healthy development of rural tourism, and develop rural tourism through the trend of development of rural tourism. The purpose of this paper is to promote the fundamental change of rural economy and rural appearance in this area. On the basis of clarifying the concept of rural tourism and understanding the research both at home and abroad, this paper makes use of the research results of relevant theories, on the premise of the latest statistical data and the latest policy documents, through the methods of field investigation, literature research, horizontal comparison, etc. This paper investigates and analyzes the tourism resources and rural tourism market in Loudi City, and enumerates in detail the advanced experiences of some areas in the process of developing rural tourism. At the same time, on the basis of mastering a large number of first-hand data, this paper expounds the present situation of rural tourism development in Loudi City, combs out the "bottleneck" restricting the healthy development of rural tourism in Loudi City, and puts forward constructive ideas and countermeasures. In other words, it is necessary to strengthen government guidance, strengthen market management, innovate business models, develop tourism products, and increase publicity efforts at the same time, scientific planning, rational development, innovative management, and strengthening publicity. Opening up the new situation of rural tourism development in Loudi city as soon as possible, providing strong support for the whole city's tourism economy and even the whole economic development. Compared with the previous studies, constructive suggestions are put forward to develop rural tourism and enrich the people by striving for the joint construction of provincial party committee government and provincial departments and Loudi City, which provides a new way of thinking for the development of rural tourism in Loudi City, which provides a new way of thinking for the development of rural tourism in Loudi City.
