【摘要】：随着中国工业化和城镇化进程的不断加快,各种建设用地需求日益增加,越来越多的农民被迫离开他们世世代代赖以为生的土地,组成既非传统农民又非城市居民的失地农民群体,徘徊在农村与城市之间。农民没有了土地,不仅失去了基本的就业岗位,也失去了来自土地的那份稳定保障,将面临巨大的生存和就业压力。特别是近些年来,中国征地规模日趋扩大,失地农民问题也逐渐显现出来,成为三农问题解决过程中的一大障碍。对于失地农民来说,他们面临的种种问题,实际上,归结起来首先就是就业的无保障。由于我国城乡二元经济结构的长期存在以及失地农民自身素质技能的缺陷,农民失去土地后,往往很难在城市中寻得一份稳定的工作。没有了工作,也就没有了基本的生存保障,其他的诸如养老、医疗、教育等问题自然更是无从谈起。本文从研究失地农民的就业问题入手,旨在为失地农民建立一套完善的就业保障体系,以此来促进失地农民问题的解决。对于失地农民就业保障的研究,本文主要分为五个部分：第一部分导论介绍失地农民就业保障的研究背景和研究意义；第二部分通过对相关理论发展的回顾为失地农民就业保障问题提供现实的理论指导,在此基础上,对本文所使用的相关概念进行解释界定并介绍国外解决失地农民就业保障的一些先进经验及做法；第三部分重点介绍我国失地农民的特殊性,对其在就业过程中面临的问题进行归纳,进一步指出我国现阶段存在的地方性失地农民就业保障与失地农民实际需求的差距；第四部分分析制约我国失地农民就业保障建立的因素,从体制、政策、利益相关者及失地农民的特殊性方面着手；第五部分提出建立失地农民就业保障的基本原则、配套措施和具体办法,构建一个包含就业前、就业中、失业后三大部分的失地农民就业保障体系。
[Abstract]:With the China industrialization and urbanization process accelerating, all kinds of construction land demand is increasing, more and more farmers were forced to leave their livelihood for generations of land, consisting of neither the traditional peasants nor city residents groups of landless farmers, hovering between city and countryside. Peasants without land, not only lost the basic jobs. Lost from the land of the security, will face enormous pressure of survival and employment. Especially in recent years, Chinese land scale expands day by day, the problem of landless peasants have gradually emerged, become a major obstacle in the process of solving rural problems. For landless peasants, the problems they face, in fact, summed up it is the first employment without protection. Because of the defects of farmers exist for a long time in China's urban and rural economic structure of two yuan and lost own quality skills , farmers lost their land in the city, it is often difficult to find a stable job. No work, no other basic life support, such as pension, medical care, education and other issues of nature is impossible. The employment problem of landless peasants into the hand, aims to establish a set of perfect the employment security system for landless peasants, in order to promote the solution to the problem of landless peasants. For the study of employment security of landless peasants, this paper is divided into five parts: the first part is the introduction introduces the employment security research background and research significance; the second part through the review of the related theory development and provide theoretical guidance for the reality the employment and security of landless peasants, on this basis, explain the definition and introduces some advanced experience to solve the employment security of landless peasants and foreign related concepts used in the thesis. Practice; the third part focuses on the particularity of China's peasants, on the face in the process of employment problems are summed up, further pointed out that China's current farmers employment security of landless peasants and landless local actual demand gap; the fourth part analyzes the influence factors of employment security of landless peasants in China established from the system the special aspect, policy, stakeholders and landless farmers to proceed; the fifth part puts forward the basic principles of the establishment of landless peasants employment security, supporting measures and specific measures to construct a contains pre employment, employment, employment security system of the three most of the unemployed.
