【摘要】：农业作为国民经济的基础性产业关系着一个国家的国民经济能否持续健康运行,但由于农业又是一个弱质性和正外部性比较明显的产业,因此,在工业化进程当中,政府部门有必要通过财政支持的方式来保证农业的持续不断发展,以维护整个国民经济与社会的稳定。随着工业化和城市化进程的推进,我国的经济总量不断增长,人民的生活水平不断提高,对农产品的需求稳定上升,但我国农业基础薄弱、农业现代装备水平低下、农业发展缺乏后劲等问题依然没得到解决,在这种情况下,研究我国的财政支农政策,寻求进一步完善我国财政支农政策、提高我国财政支农资金效率的路径,这对促进我国农业的持续不断发展有着重要的现实意义。论文通过学习国内外学者关于财政支农和财政支农效率的相关文献,以公共产品理论、政府干预理论和公共支出绩效评价理论为基础理论对衡阳县财政支农效率开展研究。首先,论文通过对衡阳县农业发展概况、财政支农项目、财政支农规模的描述性统计分析,发现衡阳县财政支农存在总量投入不足,财政支农资金管理不佳和财政支农资金效率不高等问题。然后,结合衡阳县财政支农的基本情况开展财政支农效率实证分析,论文将分别从农林牧渔业总产值、农业、畜牧业、农民纯收入、农民总支出和粮食产量六个角度对衡阳县财政支农资金效率进行分析,其中农民收入的增减是农民经济利益变化的最直接表现形式,根据实证分析结果显示当前衡阳县财政支农的效率有待进一步增强,实证研究表明,当前衡阳县财政支农与农民增收的关系政支农每增加1%,农村居民人均支出增加0.52%,收入增加0.6%;这说明当前衡阳县财政支农对农村居民人均支出和收入的提高还有一定扩大的空间。最后,论文根据衡阳县农业发展实际和衡阳县财政支农存在的问题,结合财政支农效率实证分析结果从增加财政支农资金投入力度,以绩效为依据优化财政支农结构,优化财政支农体制和完善财政支农资金监管体制四个方面提出了提高衡阳县财政支农效率的建议。
[Abstract]:Agriculture as the basic industry of the national economy is related to the sustainable and healthy operation of a country's national economy, but agriculture is also a weak and positive externality of the more obvious industry, so. In the process of industrialization, it is necessary for government departments to ensure the continuous development of agriculture by means of financial support, in order to maintain the stability of the whole national economy and society. China's total economic volume continues to grow, the people's living standards continue to improve, the demand for agricultural products is rising steadily, but our agricultural foundation is weak, and the level of modern agricultural equipment is low. Agricultural development lack of stamina and other problems are still not solved, in this case, the study of China's fiscal policy to support agriculture, seeking to further improve our financial policy to support agriculture, improve the efficiency of our financial support for agriculture path. This is of great practical significance to promote the continuous development of agriculture in China. Through studying the relevant literature of domestic and foreign scholars on financial support for agriculture and financial support efficiency of agriculture, this paper uses the theory of public goods. Government intervention theory and public expenditure performance evaluation theory as the basic theory of Hengyang County financial support for agriculture efficiency research. First, the paper through the Hengyang County agricultural development overview, financial support for agriculture projects. Based on the descriptive statistical analysis of the scale of financial support for agriculture, it is found that there are some problems in Hengyang county, such as insufficient total investment, poor management of financial support funds and low efficiency of financial support for agriculture. Combining with the basic situation of financial support for agriculture in Hengyang County, the paper analyzes the efficiency of financial support for agriculture. The paper will analyze the gross output value of agriculture, forestry, pastoral and fishery industry, agriculture, animal husbandry and farmers' net income respectively. This paper analyzes the efficiency of financial support funds in Hengyang county from the perspective of total expenditure and grain production. The increase or decrease of farmers' income is the most direct manifestation of the change of farmers' economic interests. According to the results of empirical analysis, the efficiency of financial support for agriculture in Hengyang County needs to be further enhanced. The empirical study shows that the relationship between financial support for agriculture and farmers' income in Hengyang county is increasing by 1%. The per capita expenditure of rural residents increased by 0.52%, and the income increased by 0.6%; This shows that the current Hengyang County fiscal support for rural residents of the expenditure and income increase there is still some room for expansion. Finally, according to the Hengyang County agricultural development reality and Hengyang County financial support for agriculture problems. Combining the results of empirical analysis of the efficiency of financial support for agriculture from the increase of financial investment in agricultural support, based on performance to optimize the structure of financial support for agriculture. The suggestions of improving the efficiency of financial support for agriculture in Hengyang County are put forward in four aspects: optimizing the system of financial support for agriculture and perfecting the supervision system of financial support for agriculture.
