福州城区土地调查的实践与探讨

【摘要】：城镇土地调查,目的是全面查清城镇范围内的土地利用现状,掌握城区真实的土地基础数据,建立城镇土地调查数据库及管理系统,为国土部门提供地籍现状资料查询服务,同时提高地籍管理的工作效率；对调查成果实行信息化管理,建立和完善土地调查、统计制度和登记制度；实现土地资源信息的社会化服务,满足城镇土地宏观调控、土地利用总体规划、国土资源信息化服务的需要。本文从地类调查、已登记宗地调查、土地调查数据库建设等三个方面进行了系统地研究,分析了在实践过程中遇到的问题并提出了处理方法。在地类调查方面,介绍了地类调查的技术路线与流程、地类调查的实践过程,分析了在实践过程中遇到的问题并提出了解决办法。在已登记宗地调查方面,介绍了已登记宗地调查的技术路线与流程、已登记宗地调查的实践过程,分析了实践过程中遇到的问题提出了解决办法。在土地调查数据库建设方面,介绍了土地调查数据库建设的技术路线与流程、土地调查数据库建设的实践过程,分析了在实践过程中遇到的问题并给出了解决办法。本论文的的结论和建议如下：1、在土地调查时应充分利用GIS技术,采用全野外调查及“内外业一体化”的作业方法,获取土地利用现状信息,应用GIS软件完成建库工作；2、在计算土地利用强度时,利用1：500地形图数据库的建筑轮廓与建筑层数信息,可提高计算精度；3、对混合宗地类图斑内的不同地类应进行细化调查,采取数据分层建库,计算各自用地面积,可增加调查成果的使用价值；4、在二调成果衔接时,应以已有农村土地调查数据为接边基准,保证已有农村土地调查数据成果不变,调整本次调查数据,这样可使二调成果做到了无缝衔接,构建城乡一体化的土地利用现状数据库。
[Abstract]:The purpose of urban land survey is to find out the present situation of land use in urban area, to master the real basic data of urban land, to establish the database and management system of urban land survey, and to provide the cadastral information inquiry service for the land department.At the same time, we should improve the working efficiency of cadastral management, implement information management on the survey results, establish and perfect the land survey, statistical system and registration system, realize the socialized service of land resource information, and satisfy the macro-control of urban land.Land use master plan, land and resources information service needs.This paper makes a systematic study from three aspects: ground survey, registered land survey, and land survey database construction, analyzes the problems encountered in practice and puts forward some methods to deal with them.The paper introduces the technical route and flow of the survey, the practical process of the survey, analyzes the problems encountered in the process of practice and puts forward the solutions.In the aspect of registered land survey, this paper introduces the technical route and flow of registered land survey, the practical process of registered land survey, and analyses the problems encountered in the process of practice and puts forward some solutions.In the aspect of land survey database construction, this paper introduces the technical route and flow of land survey database construction, the practice process of land survey database construction, analyzes the problems encountered in the practice process and gives the solutions.The conclusions and suggestions of this paper are as follows: 1. In land survey, we should make full use of GIS technology, adopt the whole field investigation and the operation method of "integration of inside and outside industry" to obtain the information of land use status.In the calculation of land use intensity, the building contour and building layer number information of 1: 500 topographic map database can be used to improve the accuracy of calculation.The use value of the survey results can be increased by using the data layer to build the database and calculate the respective land area. When the results of the second adjustment are connected, the existing rural land survey data should be taken as the base to ensure that the results of the existing rural land survey data will not change.By adjusting the survey data, the results of the second adjustment can be seamlessly connected, and the land use status database of urban and rural integration can be constructed.
