基于LESA体系的延安市基本农田划定研究

【摘要】:基本农田作为最宝贵的土地资源为粮食作物的生长提供肥沃的土壤,为社会进步提供坚实的保障,是人类生存和发展的基础。因此我国实行了世界上最严格的耕地保护制度和基本农田保护制度。但是在基本农田保护实施过程中,无论从基本农田划定指标下达,还是基本农田划定过程中都存在不合理、不规范现象。本文针对上述问题,以延安市为研究区域,在分析延安市各县本轮土地利用总体规划基本农田指标、基期耕地数量、本轮土地利用总体规划划定的基本农田以及基本农田现状的基础上,借鉴美国耕地质量和立地条件评价体系(LESA)研究延安市市域范围内基本农田划定。旨在探索建立一套科学的基本农田划定体系,包括基本农田指标的确定以及基本农田划定实施。本次延安市在不限制各县基本农田指标的前提下划定基本农田数量为264455.87公顷,基本农田耕地综合评价分值大于或等于54.54分。通过与本轮土地利用总体规划划定基本农田对比分析,发现在基本农田数量基本相同的情况下,本次划定基本农田总体质量更高,布局更合理。通过本次研究发现:1、我国现行基本农田划定方法存在弊端,主要表现在基本农田指标不合理,基本农田在划定过程中无硬性的耕地质量限制,划定基本农田总体质量不高。2、耕地质量和立地条件评价体系(LESA)能够保证基本农田的科学划定。在一定的基本农田数量限定下,通过耕地质量的评价对耕地质量进行限制,通过立地条件评价写条基本农田与其他社会经济发展的关系,最终科学划定基本农田。3、延安市基本农田有优化空间。通过两次划定基本农田数量对比以及空间分布对比,延安市有至少56611.78公顷基本农田可以调整优化,占延安市基本农田总量的21.00%。4、在较大区域范围统一划定基本农田有利于基本农田总体质量的提升。
[Abstract]:As the most valuable land resource, basic farmland provides fertile soil for the growth of food crops, provides a solid guarantee for social progress, and is the basis for the survival and development of human beings.Therefore, our country implements the strictest farmland protection system and the basic farmland protection system in the world.However, in the process of implementing the basic farmland protection, there are unreasonable and non-standard phenomena in the basic farmland demarcation index or in the basic farmland demarcation process.In view of the above problems, taking Yan'an city as the research area, this paper analyzes the basic farmland index of the overall land use planning of each county in Yan'an city, and the amount of cultivated land in the base period.On the basis of the basic farmland and the present situation of the basic farmland defined in this round of land use master plan, the basic farmland delineation in Yanan City is studied by using the evaluation system of farmland quality and site conditions in the United States for reference.The purpose of this paper is to establish a scientific basic farmland delineation system, including the determination of basic farmland indexes and the implementation of basic farmland demarcation.The number of basic farmland in Yanan city is 264455.87 hectares without limiting the basic farmland index of each county, and the comprehensive evaluation score of basic farmland is greater than or equal to 54.54 points.By comparing and analyzing the basic farmland delineated in this round of land use master plan, it is found that the total quality of the basic farmland is higher and the layout is more reasonable when the number of basic farmland is basically the same.Through this study, we found that the current basic farmland demarcation method in China has some drawbacks, mainly reflected in the unreasonable basic farmland indicators and the lack of rigid cultivated land quality restrictions during the demarcation process of basic farmland.The evaluation system of cultivated land quality and site condition can guarantee the scientific demarcation of basic farmland.Under certain limits on the number of basic farmland, the quality of cultivated land is restricted through the evaluation of cultivated land quality, and the relationship between basic farmland and other social and economic development is written through site condition evaluation.The final scientific delineation of basic farmland. 3, Yanan City basic farmland has optimized space.By comparing the number of basic farmland and the spatial distribution twice, Yanan has at least 56611.78 hectares of basic farmland that can be adjusted and optimized.It accounts for 21.00% of the total basic farmland in Yanan city, and it is helpful to improve the overall quality of basic farmland in a large area.
