构建现代农业经营体系须处理好八大关系

【摘要】：构建现代农业经营体系是深入推进农业供给侧结构性改革、加快培育农业农村发展新动能、发展现代农业的关键。构建现代农业经营体系是一项长期复杂的系统工程,在此过程中,必须正确处理好八大关系:现代农业经营与家庭承包经营的关系,现代农业经营体系与现代农业产业体系、现代农业生产体系的关系,现代农业经营体系"四化"特征之间的关系,现代农业经营体系中各经营主体间的关系,新型农业经营主体与新型农业社会化服务体系的关系,农业适度规模经营静态与动态的平衡关系,促进农业劳动力转移与现代农业人才短缺的关系,现代农业经营体系构建过程中政府与市场的关系。
[Abstract]:Constructing the modern agricultural management system is the key to further promote the structural reform of the supply side of agriculture, accelerate the cultivation of the new kinetic energy of agricultural rural development and develop modern agriculture.The construction of modern agricultural management system is a long-term complex system engineering. In this process, we must correctly handle the eight relations: the relationship between modern agricultural management and household contract management, the modern agricultural management system and modern agricultural industrial system.The relationship between the modern agricultural production system, the characteristics of the "four modernizations" in the modern agricultural management system, the relationship between the various management subjects in the modern agricultural management system, the relationship between the new-type agricultural management subjects and the new-type agricultural socialized service system,The equilibrium relationship between static and dynamic management of moderate scale of agriculture promotes the relationship between the transfer of agricultural labor force and the shortage of modern agricultural talents and the relationship between the government and the market in the course of constructing the modern agricultural management system.
