日本农村耕地保护制度与职业农民就近就地城镇化

【摘要】：近现代以来,随着工业化、城市化的快速发展,日本农民的收入和生活质量与城市居民趋于等值,有的地方甚至出现了倒城乡差别,形成了职业化农民阶层。纵观日本农村发展历史,日本农村耕地保护制度有效保护了农民的利益,有力支撑了职业农民就近就地城镇化进程,其经验值得我国借鉴。在我国新型城镇化进程中,要以加强农村耕地保护为支撑,赋予农民更多财产权利,改善农民生产和生活基础条件,培育职业农民,保障农民土地增值权。
[Abstract]:Since modern times, with the rapid development of industrialization and urbanization, the income and quality of life of Japanese farmers tend to be equivalent to those of urban residents.Throughout the history of rural development in Japan, the protection system of rural cultivated land in Japan has effectively protected the interests of farmers, and has been able to support the process of local urbanization of professional farmers, and its experience is worthy of our country's reference.In the process of new urbanization in China, it is necessary to strengthen the protection of rural arable land, to give farmers more property rights, to improve the basic conditions of farmers' production and life, to cultivate professional farmers, and to ensure farmers' land value-added rights.
