精准扶贫中的半官僚化:基于Y县扶贫实践的组织学分析

【摘要】：我国扶贫工作由过去粗放式扶贫转向精准扶贫,要求真扶贫、扶真贫。然而扶贫工作中复杂的层级关系之间产生了非官僚体系中的半官僚化现象。精准扶贫中的半官僚化现象源于组织间界限和性质的模糊性导致职责不明;组织间关系混乱导致利益争夺的激烈化和手段的非正规化;非正式结构的构建和非正式规则的实施导致扶贫实践中人格化特征凸显等,最终导致扶贫工作的低效化,内卷化。要改变这种状态,既需要改正精准扶贫工作中组织的半官僚化现象,明确上下级扶贫部门的职责,防止滥用职权谋取不正当利益的行为,正视非正式组织和规则在组织中的作用。把扶贫工作成效纳入相关部门的考核,建立问责机制,加强监督,激发各部门和农民参与扶贫工作的主动性和积极性。
[Abstract]:Poverty alleviation in China has changed from extensive poverty alleviation to accurate poverty alleviation.However, the complex hierarchy in poverty alleviation has produced semi-bureaucracy in non-bureaucratic system.The semi-bureaucratic phenomenon in the precision poverty alleviation comes from the ambiguity of the boundary and nature of the organization, the confusion of the relationship between the organizations leads to the fierce competition of interests and the irregularization of the means.The construction of informal structure and the implementation of informal rules lead to prominent personalization characteristics in poverty alleviation practice, and finally lead to the low efficiency and inner-curl of poverty alleviation work.In order to change this situation, it is necessary not only to correct the semi-bureaucratic phenomenon of the organization in the work of precision poverty alleviation, but also to clarify the responsibilities of the upper and lower poverty relief departments, and to prevent the abuse of power for improper interests.Face up to the role of informal organizations and rules in the organization.We should include the results of poverty alleviation work in the assessment of relevant departments, establish accountability mechanisms, strengthen supervision, and stimulate the initiative and enthusiasm of all departments and farmers to participate in poverty alleviation work.
