福建省明溪县基层农业技术推广体系建设研究

【摘要】：农业是国民经济发展的基础。发展农业需要依靠科学技术,科技成果的转化更需要农业技术推广作为支撑。基层农业技术推广作为成果转化的切入点,已经成为连接政府、科技与农民的桥梁和纽带。开展基层农业技术推广的绩效考核评价,是敦促推广体系公共服务能力全面提升、推动各项工作落实的重要环节。健全基层农技推广绩效评价考核机制,有利于提高农民收入,推动农业经济发展,从而拉动现代农业发展。本文通过调研获得明溪县基层农业技术推广方面的基础性资料。通过查阅文献和对相关专家的调查分析,运用平衡计分卡和德尔菲法,在第一轮专家调查后,将数据导入马克威软件,经过统计分析,确定从推广效益、体制机制建设和推广服务三个方面确定明溪县基层农技推广绩效评价指标。通过第二轮专家调查,明确各项指标权重,并建立起明溪县基层农技推广绩效评价指标体系。通过进一步的实证分析,得出明溪县基层农技推广绩效评价中推广效益得16分,体制机制建设得29分,推广服务得43分,合计88分,评定等级为优减。论文最后总结了明溪县基层农业技术推广的不足,据此提出三点对策建议。一是创新服务模式,二是优化人员结构,三是鼓励和引导企业向农业技术推广事业投入资金。
[Abstract]:Agriculture is the foundation of national economy development. The development of agriculture needs to rely on science and technology, and the transformation of scientific and technological achievements needs the support of agricultural technology extension. As a breakthrough point for the transformation of achievements, grass-roots agricultural technology extension has become a bridge and link between government, science and technology and farmers. It is an important link to promote the public service ability of the extension system and to promote the implementation of all kinds of work by carrying out the performance appraisal and evaluation of agricultural technology extension at the grass-roots level. Improving the performance evaluation and assessment mechanism of agricultural technology extension at the grass-roots level is conducive to raising farmers' income and promoting the development of agricultural economy, thus stimulating the development of modern agriculture. In this paper, the basic data of basic agricultural technology extension in Minxi County were obtained through investigation. By consulting the literature and investigating and analyzing the relevant experts, using the balanced scorecard and Delphi method, after the first round of expert investigation, the data were imported into the Maxwell software, and through statistical analysis, the benefits of extension were determined. System construction and extension service three aspects to determine the performance evaluation index of basic level agricultural technology extension in Mingxi County. Through the second round of expert investigation, the weight of each index was determined, and the evaluation index system of agricultural technology extension performance at the grass-roots level in Mingxi County was established. Through further empirical analysis, we can get 16 points of extension benefit, 29 points of system and mechanism construction, 43 points of extension service, 88 points of total evaluation in performance evaluation of agricultural technology extension at grass-roots level in Mingxi County. Finally, the paper summarizes the deficiency of basic agricultural technology extension in Mingxi County, and puts forward three countermeasures and suggestions. One is to innovate the service mode, the other is to optimize the personnel structure, and third, to encourage and guide enterprises to invest in agricultural technology extension.
