龙海市土地整治潜力研究

【摘要】:近年来,随着社会经济和人口的快速增长,土地利用面临较大的空间和环境压力,土地资源供需数量和空间矛盾不断突出。因此,时时掌握土地整治潜力,科学编制土地整治规划,合理开发、利用土地后备资源,特别是开发后备耕地资源,对于我国人多地少的基本国情具有十分重要的意义。目前,土地学界对土地整治理论、整治模式、潜力评价、技术方法、效益评价等方面进行了系统的研究。本研究通过对龙海市农用地及农村建设用地整理潜力、宜耕后备土地资源开发潜力、土地复垦潜力进行系统调查和综合评价,分析其整治潜力大小、整治难易程度等因素,从而确定龙海市土地整治项目的时空分布,为提高龙海市土地资源可持续利用能力及经济、社会健康发展提供保障。在总结国内外土地整治相关理论基础上,通过实证调查研究阐述了县级土地整治潜力评价的具体步骤与方法,充分利用土地利用变更调查、农用地分等定级、耕地质量等级补充完善、土地利用总体规划等数据成果,结合外业调查,系统的对龙海市土地整治潜力进行研究。通过确定龙海市土地整治潜力的评价方法,全面评价区域内农用地整理、农村建设用地整理、宜耕土地后备资源开发和土地复垦等不同类型的土地整治潜力,在此基础上划分龙海市土地整治项目区域类型,确定了龙海市2016-2020年土地整治时空布局。经过深入研究,主要结论如下:(1)龙海市可进行土地整治总规模达12712.73公顷,通过整治其新增耕地潜力为4565.49公顷。其中,宜耕后备土地资源开发可新增耕地潜力最大,达2989.60公顷,占总新增耕地的65.48%;通过农用地整理可新增耕地869.53公顷,占总新增耕地的19.05%;农村建设用地整理可以补充耕地706.36公顷,占总新增耕地的15.47%,主要用来实现城乡建设用地增减挂钩。(2)确定2016-2020年龙海市土地整治项目时空布局。规划期内龙海市土地整治规模为2501.98公顷,可新增耕地面积509.62公顷。其中通过农用地整理规模为2181.54公顷,可新增耕地226.2公顷;通过宜耕后备土地资源开发规模296.27公顷,可补充耕地259.25公顷;通过农村建设用地整理新增耕地24.17公顷。空间分布上看,农用地整理项目多集中在紫泥镇、颜厝镇和海澄镇等乡镇;农村建设用地整理项目主要位于程溪镇、林下林场和双第华侨农场等乡镇场:宜耕后备土地资源开发项目集中在白水镇、港尾镇和程溪镇等乡镇。(3)龙海市土地整治项目在时空分布上呈一定规律性,沿九龙江流域的乡镇农用地整理潜力较大,如紫泥镇、海澄镇和颜厝镇等乡镇;龙海东南部乡镇和西部山区乡镇则适合开展宜耕后备土地资源开发和农村建设用地整理,如东南部的白水镇和港尾镇、西部的程溪镇、双第华侨农场和林下林场等乡镇场。通过确定的土地整治重点项目分析,全市大致可分成3个区域:东南部土整治地重点区域、西部土地综合整治重点区域与九龙江流域土地整治重点区域。不同整治区域采取不同整治措施:如九龙江流域地区宜实施农用地整理,建设高标准基本农田,提高农业生产力;东南部地区乡镇可以侧重宜耕后备土地资源开发;西部地区可开展土地综合整治,主要有农村建设用地整理和宜耕后备土地资源开发等整治内容。而土地整治类型划分的研究对龙海市进一步开展土地整治实践活动、项目立项布局等具有十分重要的现实意义。
[Abstract]:In recent years, with the rapid growth of social economy and population, land use is facing great pressure of space and environment, the quantity of supply and demand of land resources and the contradiction of space are constantly outstanding. Therefore, the potential of land renovation is grasping, scientific development of land renovation planning, rational exploitation and utilization of land reserve resources, especially the development of reserve cultivated land resources, The basic national conditions of many people in China are of great significance. At present, the land study circle has carried out systematic research on the theory of land renovation, the mode of renovation, the potential evaluation, the technical method and the benefit evaluation. The potential of the development of the land resources for the agricultural land and the rural construction land in Longhai should be cultivated in this study. The potential of land reclamation is systematically investigated and synthetically evaluated, and the factors such as the size of the renovation potential and the difficulty of renovation are analyzed, thus the spatial and temporal distribution of the land renovation projects in Longhai is determined, and the protection of the sustainable utilization of land resources and the economic and social development of the land resources in Longhai is provided. The relevant theories on land renovation at home and abroad are summarized. On the basis of the empirical investigation, the concrete steps and methods for the evaluation of the land renovation potential of the county are expounded, and the land use change survey, the classification of agricultural land, the quality grade of cultivated land, the overall planning of land use and so on, and the study of the potential of the land renovation in Longhai are systematically studied. By determining the evaluation method of the potential of land renovation in Longhai, we comprehensively evaluate the land consolidation in the region, the land consolidation in rural construction, the development of land reserve resources and the land reclamation and other types of land renovation potential, on the basis of which the regional types of land renovation projects in Longhai are divided, and the land consolidation of the city of Longhai for 2016-2020 years is determined. After in-depth study, the main conclusions are as follows: (1) the total scale of land reclamation in Longhai can reach 12712.73 hectares, and the potential for new cultivated land is 4565.49 hectares. Among them, the potential for the development of cultivated land resources can be maximum, up to 2989.60 hectares, accounting for 65.48% of the total new cultivated land, and through agricultural land consolidation. 869.53 hectares of cultivated land can be added, accounting for 19.05% of the total number of new cultivated land; 706.36 hectares of cultivated land can be supplemented by rural construction land consolidation, accounting for 15.47% of the total new cultivated land. It is mainly used to realize the increase and decrease of urban and rural construction land. (2) the spatial and temporal distribution of land renovation projects in Longhai is determined for 2016-2020 years. The land regulation scale of Longhai in the planning period is 2501.98. In hectare, 509.62 hectares of cultivated land can be added. Among them, the scale of agricultural land consolidation is 2181.54 hectares, and 226.2 hectares of cultivated land can be added; 296.27 hectares of cultivated land can be supplemented by suitable cultivated land resources, 259.25 hectares of cultivated land can be supplemented; 24.17 hectares of new cultivated land are arranged through rural construction land. Mainly in the towns such as purple mud town, Yan CuO town and Haicheng Town, the rural construction land consolidation projects are mainly located in Cheng Xizhen, Lin Xia forest farm and double Chinese overseas Chinese farm, such as the town of Baishui Town, Hong Kong tail town and Cheng Xizhen. (3) the land renovation project in Longhai shows a certain time and space distribution. Regularity, the potential of agricultural land consolidation along the villages and towns of the nine Longjiang river basin is large, such as the towns of Purple mud town, Haicheng Town and Yan CuO Town, and the villages and towns in the southeast of Longhai and the western mountainous villages and towns are suitable for the development of the reserve land resources and the rural construction land, such as the white water town and Hong Wei Town in the southeast, the Chengxi town in the west, and the double overseas Chinese farmers. Through the analysis of the key projects of land renovation, the whole city can be divided into 3 regions: the key areas of the southeast soil remediation, the key areas of the comprehensive land renovation in the West and the key areas of the nine Longjiang basin land renovation. The agricultural land consolidation, the construction of high standard basic farmland, and the improvement of agricultural productivity; the villages and towns in the southeast region can focus on the development of the reserve land resources; the western region can carry out comprehensive land consolidation, mainly including the rural construction land consolidation and the development of the appropriate land resources for the development of land resources. It is of great practical significance for Longhai to further carry out land consolidation practice and project layout.
