新常态下中国粮食安全政策研究

【摘要】：新常态是不同于我国经济社会多年来超高速发展的新局面,即在未来较长的一段时期内,我国经济发展速度会保持平稳,经济发展由高速的量的发展逐步转变为平稳的质的提升,消费结构不断优化,科学技术不断发展,增长动力推陈出新。在这过程中,新老矛盾、内外矛盾交织显现,这些制约农业发展的问题在未来一段时期内还将长期存在,成为“新挑战”。在经济全球化进程不断加快以及国内和国际市场联系日益紧密的大背景里,研究当代中国粮食安全有着重要的理论及现实意义。本文分析了新常态下中国粮食安全面临的自然环境恶劣、供需不平衡、区域性矛盾、基础设施薄弱、“进口依赖症”等问题,提出机遇和挑战,在升级国内现有粮食安全政策的同时借鉴与学习发达国家的政策精华,提出新常态下中国粮食安全问题的解决对策。第一,构筑耕地资源保护机制,保证耕地面积,提升耕地质量,治理资源污染;第二,政府加大科研投入,提高农业劳动者科技素质,加速科技创新与成果推广;第三,实施“走出去”战略,利用“两个市场”和“两个资源”,提升竞争力;第四,改进粮食补贴政策,深化金融和保险体系,保障农民增收;第五,打造物流发展新格局,保证粮食储备高效率;第六,建立粮食安全预警系统,确保市场供应有序。遵循经济社会结构及社会主义经济发展规律,把握经济“新常态”的特征,加快转变农业发展方式,努力走出一条高效、安全、节约、友好的农业现代化道路。
[Abstract]:The new normal is a new situation different from that of our country's economic and social development over the years. That is, in the long term in the future, the pace of economic development of our country will remain stable. The economic development has gradually changed from the high-speed quantity development to the steady qualitative promotion, the consumption structure unceasingly optimized, the science and technology unceasing development, the growth motive force presents the old and new. In this process, the new and old contradictions, internal and external contradictions intertwined, these constraints on agricultural development will continue to exist for a long time in the future, becoming a "new challenge". In the background of accelerating the process of economic globalization and increasingly close ties between domestic and international markets, it is of great theoretical and practical significance to study food security in contemporary China. In this paper, the problems of poor natural environment, imbalance between supply and demand, regional contradictions, weak infrastructure and "import dependence" in China's grain security under the new normal are analyzed, and the opportunities and challenges are put forward. While upgrading the existing food security policies in China, the authors draw lessons from and learn from the essence of the policies of developed countries, and put forward solutions to the problems of food security in China under the new normal conditions. First, to build a mechanism for the protection of cultivated land resources, to ensure the area of cultivated land, to improve the quality of cultivated land and to control pollution of resources; second, to increase government investment in scientific research, to improve the scientific and technological quality of agricultural workers, and to speed up scientific and technological innovation and promotion of achievements; third, To implement the "going out" strategy and utilize the "two markets" and "two resources" to enhance competitiveness; fourth, to improve the grain subsidy policy, deepen the financial and insurance systems, and ensure the increase of farmers' income; and fifth, to create a new pattern of logistics development. To ensure the high efficiency of grain reserves; sixth, to establish an early warning system for grain security to ensure an orderly market supply. In accordance with the economic and social structure and the law of socialist economic development, we should grasp the characteristics of the "new normal" of economy, accelerate the transformation of agricultural development mode, and strive to walk out an efficient, safe, economical and friendly road of agricultural modernization.
