农村承包地经营权抵押融资研究

【摘要】:农村土地是农民手中存留的“沉睡”资本,如何激活土地资本,促进农村经济发展是当前中国必须解决的问题。现阶段,农村土地的细碎化经营制约了农业经营的规模化、产业化的进程,农户等农业经营主体因为缺少抵押物而不能从银行获取贷款。为了解决农民“贷款难”、“抵押难”的问题从而加快农村土地金融深化进程,农村承包地经营权抵押融资制度应运而生。农村承包地经营权抵押融资制度不仅是对社会主义土地理论的重要创新,还是提升农民幸福指数的重要途径。它将进一步满足农业经营者规模化经营的资金需求,实现金融的有效合理流向配置,推动农业经济的多元化发展。农村承包地经营权抵押融资是一个全新的制度,理论基础尚不夯实,实践经验尚不充分,有待于深入研究。本文系统梳理了国内外研究动态,界定了农村承包地经营权抵押融资相关概念,运用产权理论、信贷担保理论等分析其必要性与可行性,剖析了各试点地区的主要做法与存在的主要问题,基于农户意愿影响因素视角利用Spearman相关分析法与二元logisitc模型,以试点地区河南省安阳县为例,进行问卷调查,选取户主特征、家庭特征、家庭农田特征、对外部的评价四个因素进行了交叉统计分析与实证分析,对比分析了国外农地抵押方式与启示,提出了完善推进机制、加强风险管理、优化融资环境的对策措施。
[Abstract]:Rural land is the "sleeping" capital in the hands of farmers. How to activate the land capital and promote the development of rural economy is a problem that must be solved in China at present. At present, the fine operation of rural land restricts the scale of agricultural management, the process of industrialization, farmers and other agricultural operators can not obtain loans from banks because of the lack of collateral. In order to solve the problem of "difficult loan" and "difficult mortgage" for farmers, thus speeding up the deepening process of rural land finance, the mortgage financing system of contracted land management right in rural areas came into being. The mortgage financing system of rural contracted land management right is not only an important innovation to socialist land theory, but also an important way to improve farmers' happiness index. It will further meet the needs of large-scale management of agricultural operators, realize the effective and rational allocation of financial flows, and promote the diversified development of agricultural economy. Mortgage financing of the management right of contracted land in rural areas is a new system, the theoretical basis is not solid, the practical experience is not enough, and it needs further study. This paper systematically combs the domestic and foreign research trends, defines the related concepts of mortgage financing of the management right of rural contracted land, and analyzes its necessity and feasibility by means of property right theory and credit guarantee theory. This paper analyzes the main practices and problems in each pilot area, based on the perspective of influencing factors of farmers' will, using Spearman correlation analysis method and dual logisitc model, taking Anyang County of Henan Province as an example, carries out questionnaire survey and selects the characteristics of head of household. This paper makes a cross-statistical analysis and empirical analysis on four factors of external evaluation, such as family characteristics, family farmland characteristics, compares and analyzes the ways and implications of foreign farmland mortgage, and proposes to improve the promotion mechanism and strengthen risk management. The countermeasures to optimize the financing environment.
