【摘要】：中国自古以农立国,是国家发展之基石,农业的发展水平决定了广大农民的收入水平,也决定了我国整体的发展水平。农业技术是提高农业生产率、推进现代农业发展的内在动力,为推动农业新技术、新产品普及和应用,提高农民的科学文化知识,增加我国农产品的附加值和国际竞争力而设立的农业技术推广体系是推进农业快速发展的重要渠道。改革开放以来,党和政府高度重视农业的发展,“三农”问题一直是中央一号文件关注的重点,同时农业技术推广也受到高层的关注,《中华人民共和国农业技术推广法》以及其他相关法规的颁布逐步构建起职能明确的农业技术推广体系,而建立一个与时俱进的完善的农业技术推广体系也成为亟待解决的问题。本文以泰安市现有农技推广体系为研究对象,通过对泰安市农技推广体系的现状进行实地调研,对泰安市现有的农技推广存在的问题进行发掘,并借鉴发达国家农技推广体系建设的先进经验,以农业、科技、经济等相关理论为基础,探索构建适合泰安市农业发展需求的农技推广体系,以期为推进泰安市农业产业的健康持续发展提供有益借鉴。本文采用文献分析法、访谈法、调研法以及定性和定量分析法来研究泰安市的农业科技推广,通过研究发现,泰安市农业科技推广体系存在一些问题:一是农技推广站点存在多重管理,管理职权难以厘清;二是农技推广人员的专业结构不符合需求;三是人事体制僵化,人力资源得不到充分开发。在此基础上对于加快泰安市农业科技推广体系建设提出具体的对策建议:完善农业科技推广体系外部环境建设,注重基层农业技术推广服务系统建设,稳定农业推广队伍,提高农推人员素质,改革农业技术推广组织机构,着力产学研结合的多元化农技推广体系。
[Abstract]:Since ancient times, China has established itself as a nation by agriculture, which is the cornerstone of national development. The development level of agriculture determines the income level of peasants and the overall development level of our country. Agricultural technology is the internal power to improve agricultural productivity and promote the development of modern agriculture. In order to promote the popularization and application of new agricultural technologies and products, the scientific and cultural knowledge of farmers is improved. The agricultural technology extension system established to increase the added value and international competitiveness of agricultural products in China is an important channel to promote the rapid development of agriculture. Since the reform and opening up, the Party and the government have attached great importance to the development of agriculture. The issue of "agriculture, rural areas and farmers" has always been the focus of the first document of the Central Committee. At the same time, agricultural technology extension has also received high level attention. With the promulgation of the Agricultural Technology extension Law of the people's Republic of China and other relevant laws and regulations, a well-defined agricultural technology extension system has been gradually established. The establishment of a perfect agricultural technology extension system with the times has become a problem to be solved. In this paper, the existing agricultural technology extension system in Taian City as the research object, through the field investigation of the present situation of the agricultural technology extension system in Taian City, the existing problems of the agricultural technology extension system in Taian City are explored. With reference to the advanced experience of agricultural extension system construction in developed countries, and based on the relevant theories of agriculture, science and technology, economy and so on, this paper explores the construction of agricultural technology extension system suitable for the needs of agricultural development in Tai'an City. In order to promote the healthy and sustainable development of Taian agricultural industry to provide useful reference. This article uses the literature analysis method, the interview method, the investigation method and the qualitative and quantitative analysis method to study the Taian city agricultural science and technology extension, through the research discovery, There are some problems in the extension system of agricultural science and technology in Tai'an: first, there are many layers of management in agricultural extension sites, and the management authority is difficult to clarify; second, the professional structure of agricultural extension personnel does not meet the needs; third, the personnel system is rigid, Human resources are not fully developed. On this basis, the paper puts forward concrete countermeasures and suggestions for speeding up the construction of agricultural science and technology extension system in Tai'an: perfecting the external environment construction of agricultural science and technology extension system, paying attention to the construction of grass-roots agricultural technology extension service system, and stabilizing the agricultural extension team. Improve the quality of agricultural personnel, reform the organization of agricultural technology extension, and focus on the combination of production, education and research diversified agricultural technology extension system.
