不同产业模式下农业生产要素整合效应评价

【摘要】:国家高度重视农村改革和农业发展,2015年中央1号文件提出农业发展应立足各地资源优势,大力培育特色农业,推进农业综合开发布局,发展多种形式的规模经营,提高农民组织化程度,这些要求为加快转变农业发展方式、发展现代农业指明了方向。在具体路径上,农地流转带动的农村土地规模化经营和各种有形无形资源要素(如劳动力、资本、技术等)的高效整合和集约利用,成为推进农业产业化和现代化的关键环节。目前,虽然学界已开始注意到农村土地流转对农业生产要素整合的重要意义,开展了一系列研究工作,但现有的研究或着眼于农地流转对农业生产要素整合效应的定性分析,或者仅对某些生产要素进行量化分析,缺乏综合性的效应分析,更缺乏从产业角度研究农村土地流转模式和土地流转对农业生产要素整合效应的定量分析。那么,从农业产业角度看,农地流转的产业模式各自具有什么特征?不同产业模式下农地流转带来的农业生产要素整合效应是否一致?应如何应对农地流转后的农业产业能力建设问题?围绕这些问题,本文选取土地流转形式、规模、产业发展等比较具有代表性的广汉市作为研究区域,在实地调研获得的297份问卷和收集的相关资料基础上,基于不同的农业产业划分农地流转模式,阐明不同产业模式下规模经营的运行条件和对主要农业生产要素整合特征,构建了农业生产要素整合效应评价指标体系和农业生产要素整合程度效应评价模型,对农地流转后不同产业模式下的农业生产要素整合效应开展实证研究,探究引起其差异性的原因,可为客观评价土地流转绩效、优化选择农地流转模式、提高农村土地流转对农业生产要素整合的促进效应等提供参考和科学决策依据。主要的研究结论如下:(1)本文结合研究区的特色产业发展,通过统计分析297份实地调研问卷,从农地流转产业发展差异的角度将研究区农村土地流转模式划分为3类,即以发展粮油产业为主的农村土地流转模式(简称农地流转粮油模式)、以发展蔬菜产业为主的农村土地流转模式(简称农地流转蔬菜模式)、以发展花卉苗木产业为主的农村土地流转模式(简称农地流转花卉苗木模式),并分析了产业发展的运行条件和对主要农业生产要素整合特征。(2)本文综合考虑土地流转的影响因素,从土地资源、劳动力、资本三个要素方面选取12个指标建立农地流转对主要农业生产要素整合效应指标体系,运用层次分析法与熵权法对各评价指标进行组合赋权,评价不同农地流转模式对主要农业生产要素整合效应。通过实证分析,在土地资源整合方面,农地流转蔬菜发展模式对土地资源整合效应最好,为152.73,农地流转花卉苗木发展模式和农地流转粮油发展模式分别为92.33、60.50;在劳动力整合方面,农地流转花卉苗木发展模式对劳动力整合效应值最高,为197.58,农地流转蔬菜发展模式和农地流转粮油发展模式分别为114.66、18.30;在资本整合方面,农地流转蔬菜发展模式对资本整合效应最好,为168.77,农地流转花卉苗木发展模式和农地流转粮油发展模式分别为91.30、87.18,表明一种农村土地流转模式带来的单一整合效应不一定同时优于另一种农村土地流转模式。(3)不同农地流转模式对主要农业生产要素整合效应不同,农地流转蔬菜发展模式对主要农业生产要素整合效应最好,农地流转蔬菜发展模式农业生产要素整合效应值为144.04,农地流转花卉苗木发展模式为123.42,农地流转粮油发展模式为52.33。(4)在农地流转后的产业能力建设上,粮油模式需要做强龙头企业,开展粮食深加工,延长粮食生产的产业链条,增加粮食附加值,优化分配机制,切实提高农民在产业化经营中的地位,真正实现企业和农民合作双赢;蔬菜模式需要政府建立健全蔬菜生产、流通信息监测体系,以市场为导向指导农民合理安排蔬菜种植,建设蔬菜基地冷链设施,延长蔬菜销售时间,增强抵御市场风险能力,增强蔬菜品牌意识,拉动蔬菜产业发展;花卉苗木模式需要加大科技投入,整合科技资源,打造特色花卉苗木品种,重点扶持发展好、辐射面广、带动力强的花卉苗木企业,加强花卉苗木产业与旅游业的有机结合。
[Abstract]:The state attaches great importance to rural reform and agricultural development. In 2015, the central 1 document suggested that agricultural development should be based on the advantages of local resources, cultivate special agriculture, promote comprehensive agricultural development and layout, develop a variety of forms of scale management and improve the degree of organization of farmers. These should be to speed up the transformation of agricultural development and develop modern agriculture. On the specific path, the large-scale management of rural land and the efficient integration and intensive use of various tangible and intangible resources such as labor, capital and technology have become the key link to promote the industrialization and modernization of agriculture. The important meaning of the integration of production factors has carried out a series of research work, but the existing research or focus on the qualitative analysis of the effect of agricultural land transfer to the integration effect of agricultural production factors, or only quantitative analysis of some factors of production, lack of comprehensive effect analysis, and lack of research on the mode and land of rural land circulation from the industrial angle. The quantitative analysis of the integration effect of agricultural production factors. Then, from the angle of agricultural industry, what are the characteristics of the industrial model of agricultural land circulation? Are the effects of the integration of agricultural production factors consistent with the agricultural land transfer under different industrial modes? How should we deal with the problem of agricultural capacity construction after the land transfer? Some problems, this paper selects the representative Guanghan city as the research area, which is more representative of the form of land circulation, scale and industrial development. On the basis of 297 questionnaires and relevant data collected from the field survey, it divides the agricultural land transfer mode based on the different agricultural industries, and clarifies the operating conditions of the scale management under the different industrial patterns and the opposite. The main elements of agricultural production factors are integrated, and the evaluation index system of the integration effect of agricultural production factors and the evaluation model of the integration degree effect of agricultural production factors are constructed. The empirical study on the integration effect of agricultural production factors in different industries after the land transfer is carried out, and the reasons for the difference are explored, which can be used to evaluate the land flow objectively. The main conclusions are as follows: (1) this paper combines the development of the characteristic industry in the study area, and analyzes the differences in the development of the agricultural land transfer industry through the statistical analysis of 297 field survey questionnaires. The mode of rural land transfer in the study area is divided into 3 categories, namely, the rural land transfer mode based on the development of grain and oil industry (the agricultural land circulation pattern), the rural land transfer mode based on the development of vegetable industry (referred to as the agricultural land circulation pattern), and the rural land transfer mode which is the main development of the flower and seedling industry. The operation conditions of the industrial development and the integration characteristics of the main agricultural production factors are analyzed. (2) in this paper, the influencing factors of land circulation are taken into consideration, and 12 indexes are selected from the three factors of land resources, labor force and capital to establish the index body of the integration effect of agricultural land transfer to the main agricultural production factors. System, using analytic hierarchy process and entropy weight method to combine each evaluation index to evaluate the integration effect of different agricultural land transfer mode to main agricultural production factors. Through empirical analysis, in the integration of land resources, the agricultural land circulation pattern of vegetable development should be the best for the integration of land resources, for 152.73, the development model of the agricultural land transfer flower seedlings. The development model of grain and oil of agricultural land circulation is 92.33,60.50 respectively. In the aspect of labor integration, the integration effect of the development mode of the flower and seedling to the labor force is the highest, which is 197.58. The development mode of the agricultural land circulation vegetable and the development mode of the agricultural land circulation are 114.66,18.30 respectively. The model has the best effect on the capital integration, which is 168.77. The development model of the agricultural land transfer flower seedling and the agricultural land circulation pattern is 91.30,87.18 respectively. It shows that the single integration effect of a rural land transfer model is not necessarily better than the other rural land circulation model. (3) the different agricultural land transfer modes are the main agricultural students. The integration effect of production factor is different, the agricultural land circulation vegetable development model has the best integration effect on the main agricultural production factors. The integration effect value of agricultural production factor is 144.04, the development mode of the agricultural land circulation flower and seedling is 123.42, the agricultural land circulation grain and oil development model is 52.33. (4) after the agricultural land circulation. In the construction, the grain and oil model needs to be a strong leading enterprise, carry out deep grain processing, extend the industrial chain of grain production, increase the added value of grain, optimize the distribution mechanism, improve the status of the farmers in the industrial management, and truly realize the win-win cooperation between the enterprises and the farmers; the vegetable pattern needs the government to establish and improve the vegetable production and circulation information supervision. The system should guide farmers to arrange vegetable planting rationally, build cold chain facilities of vegetable base, prolong vegetable sale time, enhance the ability to resist market risk, enhance the consciousness of vegetable brand and stimulate the development of vegetable industry. We should focus on supporting and developing the flower and seedling enterprises with a wide range of radiation and strong driving force, and strengthen the organic combination of flower seedling industry and tourism industry.
