资金投入与农机化发展关系研究

【摘要】:在农业机械化发展过程中,资金投入发挥着重要作用。本文在国内外农机化发展资金投入的研究基础上,以农业机械化十年发展中的资金投入情况为研究对象,分析农机化资金投入与综合机械化水平间的线性关系、灰色关联度、地区变动特点和资金投入产出效率等数学关系,并提出构建农机多元化资金投入体系的措施建议,对浙江省转变农机化资金投入方式,选择合理的资金投入组合,实现农机化协调可持续发展,具有重要的现实意义。本文运用文献分析法、定性定量分析法、比较法、线性方程回归分析方法、灰色关联分析法和数据包络分析法等理论分析方法进行研究,主要内容如下: 1.计算了2004~2013年浙江省农作物耕种收综合机械化水平,并分析其与农机原值之间的一元线性回归关系,建立一元线性回归方程,并验证拟合度与回归显著性,对浙江省到2020年每年农机原值的增量做了估算。采用灰色关联分析方法研究浙江省农机化资金投入成分与综合机械化水平关联度,并进行了排序和分析。根据关联度排序及分析结果,提出有关部门应引导关联度高的地方财政投入和农民个人投入等因素持续投入农机化,提高浙江省农业机械化资金投入的效率,使农机化获得更快更稳健发展。 2.分析了近十年来农机化各项投入中增长最快和最慢的投入成分,并计算增长倍数,并与GDP增速比较,找出潜力巨大成分。研究了浙江省11个地区2006~2013年八年间的资金投入贡献度、资金投入强度和各地区资金投入变动指标,分析表明,充足的财政投入和农民个人投入是提高综合机械化水平的前提,选择正确的技术路线,保证三个环均衡提高是综合机械化水平快速提高的关键之一。浙江省11个地区农机化投入总体向均衡化分布,尽管农机化资金投入各成分仍具有不平衡性,但差距正进一步缩小。 3.农机化资金投入产出是一项投入来源多、产出形式多样化的复杂过程。本文采用数据包络分析(DEA)方法,以浙江省11个地区2010~2012年三年的资金投入产出情况为决策单位进行计算,得出各地区综合效率、规模效率和纯技术效率等情况。结果表明浙江省有7个地区在三年期间不同程度地出现了农机化资金投入产出非DEA有效情况。随后对三年来唯一纯技术效率不足的金华2的冗余度和投影分析表明,金华应调整农机化规模,注意资源配置的合理性,提高资金投入产出效率。 4.农机化资金投入自2004年以来十年间,投入主体由一元向多元结构转变,即由原来的农民个人投入主导演变成为农民、中央和地方三元主体结构,逐步形成了市场引导、政府扶持和农民投入的新局面。根据前面几章的分析结果讨论现阶段农机化投入存在的不足,并提出构建农机多元化的主要途径和措施,最终实现以财政资金为导向、农民投入为主体、工商资本和其他社会资本共同参与的多元化农机化投入新机制。
[Abstract]:In the process of agricultural mechanization, capital investment plays an important role. On the basis of the research on the capital investment of agricultural mechanization development at home and abroad, this paper takes the capital input of agricultural mechanization for ten years as the research object, and analyzes the linear relationship between the investment of agricultural mechanization and the level of comprehensive mechanization, the grey relation degree and the regional change. The relationship between the dynamic characteristics and the efficiency of capital input-output and so on, and put forward the measures to construct the diversified capital investment system of agricultural machinery. It is of great practical significance to change the investment mode of Agricultural Mechanization in Zhejiang Province, select a reasonable investment combination and realize the coordinated and sustainable agricultural mechanization. The quantitative analysis method, comparison method, linear equation regression analysis method, grey relational analysis method and data envelopment analysis method are studied. The main contents are as follows:
1. the comprehensive mechanization level of crop farming and harvesting in Zhejiang province for 2004~2013 years was calculated, and the linear regression relationship between the original value and the original value of agricultural machinery was analyzed. The linear regression equation was established, and the fitting degree and regressive significance were verified. The increment of the original value of agricultural machinery in Zhejiang province by 2020 was estimated. The grey correlation analysis method was used to study the increment of the original value of agricultural machinery. According to the ranking and analysis results of the correlation degree sorting and analysis, the relevant departments should guide the local financial input and the individual input of farmers to continue to invest in Agricultural Mechanization in order to improve the efficiency of agricultural mechanization fund investment in Zhejiang. Rate, make agricultural mechanization get faster and more steady development.
2. to analyze the fastest and slowest input components of Agricultural Mechanization in the last ten years, and to calculate the growth multiplier, and to compare with the growth rate of GDP, to find a huge potential component. The contribution degree of capital input, the intensity of capital input and the change index of capital input in each region in 11 regions of Zhejiang Province in the past 2006~2013 years are studied. Adequate financial input and individual input of farmers are the precondition for improving the level of comprehensive mechanization. Choosing the correct technical route and ensuring the improvement of the three ring equilibrium is one of the keys to the rapid improvement of the comprehensive mechanization level. The agricultural mechanization investment in the 11 regions of Zhejiang province is generally distributed to the balance, although the funds of agricultural mechanization are still not the same. Balance, but the gap is narrowing.
3. the input and output of agricultural mechanization funds is a complex process with many sources of input and diversified output. In this paper, the data envelopment analysis (DEA) method is used to calculate the capital input-output of 11 regions of Zhejiang province for 2010~2012 years and three years, and the comprehensive efficiency, scale efficiency and pure technical efficiency are obtained. The results show that there are 7 areas in Zhejiang province in the period of three years to varying degrees in the agricultural mechanization of funds input-output in the non DEA effective situation. Then the only pure technical efficiency for three years in Jinhua 2 of the redundancy and projection analysis shows that Jinhua should adjust the scale of agricultural mechanization, pay attention to the rationality of the allocation of resources and improve the efficiency of capital input and output. Rate.
4. in the ten years since 2004, the capital investment of agricultural mechanization has changed from one yuan to the multiple structure, which has evolved from the original peasants' personal input into the peasants, the central and local three yuan main structure, gradually forming a new situation of market guidance, government support and farmers' input. The lack of agricultural mechanization investment, and put forward the main ways and measures to build agricultural machinery diversification, and finally realize the new mechanism of diversified agricultural mechanization input, with the financial capital as the guidance, the farmers' investment as the main body, the industrial and commercial capital and other social capital.
