基于产业融合视角的乡村旅游发展模式分析

【摘要】：2015年中央"一号文件"提出"要把产业链、价值链等现代产业组织方式引入农业,推进农村一二三产业融合发展。打造形式多样、特色鲜明的乡村旅游休闲产品。"2016年中央一号文件再次明确提出"推进农村产业融合,促进农民收入持续较快增长。"在此背景下,论文首先从资源共享、市场需求、政策支持三个方面分析了乡村旅游发展中,农村三次产业融合的基础及动力机制;其次,以产业链为切入点,归纳了农村一三产业融合、以及一二三产业融合两种乡村旅游发展的模式,解析了三次产业融合过程中人力流、信息流、资金流、物质流与基础设施的融合及运行机理;最后,从产业融合的视角,提出了保障乡村旅游发展的措施,具体包括以农业立足点、以市场需求为导向、培育新型农业经营主体、加强政府政策支撑及人才培养等。
[Abstract]:In 2015, the "No. 1 document" of the Central Committee proposed that "the industrial chain, value chain and other modern industrial organization methods should be introduced into agriculture to promote the integration and development of one, two, three industries in rural areas." "to create a variety of rural tourism and leisure products with distinctive characteristics." the 2016 document No. 1 of the Central Committee clearly pointed out once again, "promote the integration of rural industries and promote the sustained and rapid growth of farmers' incomes." Under this background, the paper first analyzes the foundation and motive mechanism of rural tourism development from three aspects: resource sharing, market demand and policy support; secondly, it takes the industrial chain as the breakthrough point. This paper summarizes the integration of rural primary and third industries and the integration of the first, second and third industries of rural tourism, and analyzes the integration and operation mechanism of human flow, information flow, capital flow, material flow and infrastructure in the process of three industrial convergence. From the angle of industrial integration, the paper puts forward some measures to ensure the development of rural tourism, including taking agriculture as a foothold, taking market demand as a guide, cultivating a new type of agricultural management subject, strengthening government policy support and personnel training, and so on.
