福建省粮食安全评价与政策选择

【摘要】：粮食是关系国计民生的特殊商品,粮食安全直接关系到社会稳定、经济发展和国家安全。随着工业化、城镇化和粮食购销市场化改革进程的推进,福建省作为粮食主销区,虽然能够通过北粮南运调入粮食基本满足市场供应,但却面临着粮食产需矛盾突出、产业基础设施薄弱、市场体系发展滞后等新问题,粮食安全的基础依然薄弱。提高福建省的粮食安全保障水平成为政府工作的重点内容。本文在回顾国内外粮食安全研究的基础上,从福建省粮食生产、储备、流通、需求这一整条产业链以及贯穿于全过程的粮食质量出发,综合运用定量分析、分类比较分析等方法研究福建省粮食安全形势,找出存在的问题,选取相应的指标,从粮食的宏观供给、微观获取和粮食质量三方面对福建省的粮食安全现状进行分析和评价,并对中长期粮食供求趋势进行预测。通过借鉴国内典型粮食主销区所采用的粮食政策,结合福建省粮食安全问题,提出构建粮食安全保障体系的政策建议,保障区域粮食安全。根据分析,从总体上看,2006-2013年,福建省粮食安全水平逐年提高,尤其是2012年以后,粮食安全水平有较大提高,但是粮食宏观供给数量和粮食质量形势依然严峻,粮食安全保障水平不高,存在较高风险。通过对福建省粮食产需情况中长期预测,未来福建的产需缺口将持续扩大,综合考虑全省耕地、人口、粮食综合生产能力等因素,福建省的粮食安全在全国粮食供应偏紧的情况下存在巨大隐患,完善粮食安全保障体系显得尤为重要。福建省政府应从转变政府观念和职能、确保粮源供应、完善粮食储备体系、推进粮食流通体系建设、建设粮食安全应急保障体系、强化粮食质量监管、减少粮食损失、树立“大粮食”安全观等多个方面构建福建省粮食安全保障体系,确保粮食安全。
[Abstract]:Grain is a special commodity related to national economy and people's livelihood. Food security is directly related to social stability, economic development and national security. With the advancement of industrialization, urbanization and market-oriented reform of grain purchase and marketing, Fujian Province, as the main grain marketing area, can basically satisfy the market supply by transporting grain from the north to the south, but it is facing an outstanding contradiction between grain production and demand. Industrial infrastructure is weak, market system development lags behind, the foundation of food security is still weak. To improve the level of food security in Fujian Province has become the focus of government work. On the basis of reviewing the research of food security at home and abroad, this paper makes a comprehensive use of quantitative analysis from the whole industrial chain of Fujian Province grain production, reserve, circulation and demand, as well as grain quality, which runs through the whole process. This paper studies the situation of food security in Fujian Province by means of classification, comparison and analysis, finds out the existing problems, selects the corresponding indicators, and analyzes and evaluates the present situation of food security in Fujian Province from three aspects: macroscopic supply of grain, microcosmic access and grain quality. The trend of medium and long-term grain supply and demand is forecasted. Through drawing lessons from the grain policy adopted by typical grain distribution areas in China and combining with the food security problems in Fujian Province, this paper puts forward some policy suggestions to build a grain security system to ensure regional food security. According to the analysis, in general, from 2006 to 2013, the level of food security in Fujian Province has increased year by year, especially since 2012, the level of food security has greatly improved, but the situation of grain macro supply quantity and grain quality is still grim. Food security level is not high, there are higher risks. Through the long-term prediction of the situation of grain production and demand in Fujian Province, the gap between production and demand in Fujian will continue to expand in the future. Factors such as cultivated land, population and comprehensive grain production capacity will be taken into account comprehensively. The grain security of Fujian Province has great hidden trouble under the condition of tight grain supply in the whole country, so it is particularly important to perfect the grain security system. The Fujian provincial government should change the concept and function of the government, ensure the supply of grain source, perfect the grain reserve system, promote the construction of grain circulation system, construct the emergency food security system, strengthen the supervision of grain quality and reduce grain losses. Set up the "big grain" security concept and other aspects to construct the grain security system in Fujian Province to ensure grain security.
