新型农业经营主体的模式创新与农业清洁生产——基于黑龙江仁发农机专业合作社的案例分析

【摘要】：农业清洁生产是深化农业供给侧结构性改革的根本要求与重要路径。新型农业经营主体具备认知、成本、信任和收益分享等优势,以实现农业纯收入最大化为核心目标,从事农业清洁生产的动力较足、能力较强,但是,在耕地面积、资金实力、环境质量等方面也面临诸多制约因素。因此,要稳步推进农业清洁生产,亟需加强新型农业经营主体的模式创新。黑龙江省仁发农机专业合作社的探索实践与成功经验,为我们讨论新型农业经营主体的清洁生产问题提供了生动的实践案例。总体而言,帮助建立成员信任、营造良好的产地环境、缓解资金约束,应成为政府支持新型农业经营主体从事农业清洁生产的政策取向。
[Abstract]:Cleaner agricultural production is the fundamental requirement and important path for deepening the structural reform on the supply side of agriculture. The main body of new agricultural management has the advantages of cognition, cost, trust and income sharing. The core goal is to realize the maximization of agricultural net income. The motive force and ability to engage in cleaner agricultural production are sufficient and strong. However, in the area of cultivated land, the capital strength, Environmental quality and other aspects are also facing many constraints. Therefore, in order to promote cleaner agricultural production steadily, it is urgent to strengthen the innovation of the new agricultural management subject. The exploration practice and successful experience of the Rinfa Agricultural Machinery specialized Cooperative in Heilongjiang Province provide us with vivid practical cases for discussing the cleaner production problem of the new type of agricultural management main body. In general, helping to establish the trust of the members, create a good environment of producing areas, and ease the financial constraints should become the policy orientation of the government to support the new agricultural operators to engage in cleaner agricultural production.
