桦川县横头山林场循环经济发展研究

【摘要】：随着经济的快速发展,传统的、粗放型的经济增长方式,导致资源的可持续利用率较低,不利于可持续发展。只有大力发展循环经济,转变传统的、粗放型的发展方式才能实现可持续发展,才能推动社会全面进步。循环经济理念,是指在生产的实际操作中,将可持续发展理念作引导,遵循“3R”原则,以科学合理的方式方法利用产业资源,通过构建生产系统内部循环的生产链,使得资源在生产循环系统内实现多级的再次使用。只有大力推广循环经济才能实现可持续发展,也是最具有现实意义的路。横头山林场发展循环经济,使用以往林场丢弃的柞木枝丫、秸秆等废料通过技术转变成食用菌,再将食用菌生产过程中所产生的菌糠废料等废弃物进行再利用,保护环境的同时,充分利用资源并将其转变为经济效益,形成种养有机结合的资源循环利用生产体系和经营管理新模式。横头山林场发展循环经济,使得横头山林场的环境得到综合整治,可以大大削减林场生活产生的有机质、粪便及污水的排放量,改善林场生活环境与生态环境。本文基于对循环经济、生态经济、资源经济学等理论的学习,对循环经济基础理论进行分析研究。运用文献研究法和实地调查法,对横头山林场循环经济发展现状进行深入分析,提出横头山林场发展循环经济的现状,主要包括横头山林场发展循环经济的自然资源基础、运行模式以及取得的成效。同时分析出横头山林场发展循环经济过程中存在的问题,主要包含资金缺乏、意识薄弱、素质低下和林场管理模式滞后等诸多问题。并通过对河南周口市、甘肃临泽县、山东菏泽市、江苏如东县等典型地区的循环经济发展形模式,得出横头山林场发展循环经济的结论,主要包含科技创新的有效手段是加强资源使用率、关键点是构建产业链条、必要条件是资金充裕与技术支撑。最后,基于横头山林场的自身特点和循环经济的发展现状,为了促进横头山林场发展循环经济,从增加资金的有效投入、加大循环经济的宣传力度、提高职工素质和改善林场管理模式、加强科学技术的完善等方面提出了对策建议。
[Abstract]:With the rapid development of economy, the traditional and extensive mode of economic growth leads to the low sustainable utilization of resources, which is not conducive to sustainable development. Only by vigorously developing circular economy and changing the traditional and extensive mode of development can we realize sustainable development and promote the overall progress of society. The concept of circular economy means that, in the actual operation of production, the concept of sustainable development should be guided, the "3R" principle should be followed, the industrial resources should be utilized in a scientific and reasonable way, and the production chain should be constructed by constructing the internal circulation of the production system. So that the resources in the production cycle system to achieve multi-level reuse. Only by vigorously popularizing circular economy can we realize sustainable development, and it is also the most realistic way. Hengtou Mountain Forest Farm develops recycling economy. Waste materials such as tussah branches and straw discarded from the previous forest farm are transformed into edible fungi through technology, and then the waste materials such as mushroom chaff produced in the production process of edible fungi are reused. While protecting the environment, we should make full use of resources and turn them into economic benefits, and form a new pattern of recycling production system and management of resources combined with planting and raising. With the development of circular economy in Hengtou Mountain Forest Farm, the environment of Hengtou Mountain Forest Farm can be comprehensively remedied, which can greatly reduce the amount of organic matter, feces and sewage produced by forest farm life, and improve the living environment and ecological environment of the forest farm. Based on the study of circular economy, ecological economy and resource economics, this paper analyzes the basic theory of circular economy. By using the method of literature research and field investigation, the present situation of circular economy development in Hengtou Mountain Forest Farm is analyzed in depth, and the present situation of circular economy development in Hengtou Mountain Forest Farm is put forward, which mainly includes the natural resource base of developing circular economy in Hengtou Mountain Forest Farm. Mode of operation and results achieved. At the same time, the paper analyzes the problems existing in the development of circular economy in Hengtou Mountain Forest Farm, including lack of funds, weak consciousness, low quality and lag of forest farm management model, etc. And through the circular economy development pattern of typical areas such as Zhoukou City, Linze County, Shandong Heze City, Rudong County, Jiangsu Province, the conclusion of developing circular economy in Hengtou Mountain Forest Farm is obtained. The effective means including scientific and technological innovation is to strengthen the utilization rate of resources, the key point is to construct the industrial chain, and the necessary condition is abundant capital and technical support. Finally, based on the characteristics of Hengtou Mountain Forest Farm and the current situation of circular economy development, in order to promote the development of circular economy in Hengtou Mountain Forest Farm, we should increase the effective investment of funds and increase the propaganda of circular economy. Countermeasures and suggestions are put forward to improve the quality of staff and workers, to improve the management mode of forest farm, and to strengthen the perfection of science and technology.
