雅周现代农业园区发展中的管理问题和对策研究

【摘要】：2017年2月5日,中共中央、国务院《关于深入推进农业供给侧结构性改革加快培育农业农村发展新动能的若干意见》印发,这是中央一号文件连续14年聚焦“三农”问题,显示了党中央和国务院对农村、农业和农民问题持续而高度的重视。中国要强,农业必须强。做强农业,必须尽快从主要追求产量和依赖资源消耗的粗放经营转到数量质量效益并重、注重提高竞争力、注重农业科技创新、注重可持续的集约发展上来,走产出高效、产品安全、资源节约、环境友好的现代农业发展道路。作为承担产业重组和提升地方农业发展功能的现代农业园区,在调整产业结构、转变经济发展方式、推动地方经济发展等方面起着重要的窗口、辐射、示范和带动作用。在现代农业园区的运行管理中,地方政府扮演着十分重要的角色。地方政府在一定程度上主导和影响着园区发展。因此,如何在今后的现代农业园区管理中走一条科学的、高效能的路子,如何规范政府在园区发展中的作用,已成为一个需要引起足够关注和重视的问题。本文运用的主要理论有新公共管理理论、弹性政府理论、多中心治理理论,研究方法主要有文献研究法、实地调查法和案例分析法,研究的主要内容是雅周现代农业园管理中存在的问题,并分析导致这些问题的原因,有针对性地提出解决问题的对策。全文总共分为六章:第一章交代了选题背景和意义、国内外研究现状、论文的研究思路和不足、创新点及不足之处。第二章阐述相关概念和理论基础;第三章交代雅周现代农业园的建设背景和发展概况;第四章总结雅周现代农业园管理的现状,第五章对园区管理中存在的问题和成因进行分析。第六章,对优化园区管理提出了对策建议。本文得出的结论是:现阶段雅周现代农业园区管理模式将仍是政府主导型的建设管理模式,地方政府可以且应当在园区管理中发挥更大的作用。同时,随着园区规模的发展,可以采取措施逐步改变政府统管的格局,建立以政府为主导,以市场为辅助的多元治理结构,推动园区管理由政府统管型转变为政府主导下的多元共管的公司治理型。
[Abstract]:On February 5, 2017, the Central Committee of the Communist Party of China and the State Council issued "some opinions on deepening the structural Reform on the supply side of Agriculture and speeding up the cultivation of New Kinetic Energy for Agricultural Rural Development." this is the first document of the Central Committee that has focused on the "three rural" issues for 14 consecutive years. This shows that the CPC Central Committee and the State Council attach great importance to rural, agricultural and peasant issues. China is strong and agriculture must be strong. In order to strengthen agriculture, we must shift as soon as possible from the extensive operation, which mainly pursues output and depends on resource consumption, to the equal emphasis on quantity and quality benefits, on enhancing competitiveness, on innovation in agricultural science and technology, on sustainable intensive development, and on efficient output. Product safety, resource saving, environmental friendly modern agricultural development road. As a modern agricultural park, which undertakes industrial reorganization and promotes the function of local agricultural development, it plays an important role in adjusting the industrial structure, changing the mode of economic development and promoting the development of local economy. In the operation and management of modern agricultural parks, local governments play a very important role. To a certain extent, local governments are leading and influencing the development of the park. Therefore, how to take a scientific and high-efficiency approach in the management of modern agricultural parks in the future and how to standardize the role of the government in the development of the parks have become a problem that needs enough attention and attention. The main theories used in this paper are the new public management theory, the elastic government theory, the multi-center governance theory, the research methods are mainly literature research, field investigation and case analysis. The main content of the study is the problems existing in the management of Yazhou modern agricultural garden, and the causes of these problems are analyzed, and the countermeasures to solve the problems are put forward. The thesis is divided into six chapters: the first chapter describes the background and significance of the topic, the current research situation at home and abroad, the research ideas and deficiencies, innovative points and deficiencies. The second chapter describes the related concepts and theoretical basis, the third chapter describes the construction background and development of the modern agricultural garden in Yazhou. The fourth chapter summarizes the current situation of Yazhou modern agricultural park management, the fifth chapter analyzes the existing problems and causes of the park management. The sixth chapter, put forward the countermeasure suggestion to optimize the park management. The conclusion of this paper is: at present, the management mode of Yazhou modern agricultural park will still be a government-led construction management mode, and local governments can and should play a greater role in the management of the park. At the same time, with the development of the scale of the park, measures can be taken to gradually change the pattern of government control and to establish a pluralistic governance structure with the government as the leading body and the market as the assistant. To change the park management from the government-oriented management to the multi-management corporate governance under the government-leading.
