土地流转视角下青海省海东农业区小城镇发展研究

【摘要】：在国家推进新型城镇化和农业现代化的背景下,农业区土地流转和小城镇发展的联系愈发紧密。通过农村土地流转可以集中耕地,为农业现代化的发展提供一定物质基础。在发展农业现代化的过程中,产生了对大型农机、育种、农产品交易、农村金融服务等相关行业的大量需求,同时,也带动了农业观光旅游、特色农产品加工等一系列产业的发展,这些行业最合适的落脚点就是作为农村地区服务中心的小城镇。农业现代化为农业区小城镇的发展创造出了更大的空间,小城镇的产业发展动力将更加强劲,小城镇的不断发展使其基础设施和社会保障体系将不断得到完善,从而增加了对农村剩余劳动力的吸纳能力,这将促进农村土地流转的推进工作。所以,统筹好土地流转与农业区小城镇发展二者的关系,才能形成相互促进的发展局面。关于土地流转视角下海东农业区小城镇发展的研究,论文首先对青海海东农业区土地流转与小城镇的现状进行了描述,以“规模集聚效应”、“增长极”、“农业型小城镇”等理论为指导,以地方统计年鉴和政府网站发布的数据为主要资料,对二者发展关系进行了定性分析,然后以乐都区与化隆县两地区的小城镇为例进行了实证分析,发现海东市土地流转与农业区小城镇的发展二者关联度和互动性不够强。在以上分析的基础上提出了在土地流转过程中海东农业区小城镇发展中存在的主要问题:一方面,土地流转的制度缺陷对海东市农业现代化的发展产生了阻力,从而导致了海东市农业区小城镇的发展动力不足;另一方面,随着海东市农业区土地流转推进工作不断深化,小城镇没能做好与之配套衔接工作,城镇和农村地区基础设施滞后、地方政府职能缺失、资金投入有限等一些因素困扰着海东市农业区土地流转的推进工作。通过向国内外发展农业型小城镇的经验进行借鉴,论文总结出值得借鉴的地方有土地产权制度、城镇发展机制、培育特色产业等方面。在充分考虑到海东市发展的实际情况后,论文提出了通过加快土地流转促进农业现代化发展,继而带动农业区小城镇的相关对策:海东市应从进一步完善土地流转制度、改进小城镇发展方式、农业区小城镇做好与农业现代化的配套衔接工作、优化产业布局与加强小城镇的信息化建设这几个方面进行改善,从而为海东农业区土地流转推进工作与小城镇的发展创造有利条件,形成二者相互促进的可持续发展局面。
[Abstract]:Under the background of promoting new urbanization and agricultural modernization, the relationship between land circulation and the development of small towns in agricultural areas becomes more and more close. Through the rural land circulation can concentrate the cultivated land, provides the certain material foundation for the agricultural modernization development. In the process of developing agricultural modernization, there has been a large demand for large-scale agricultural machinery, breeding, agricultural products trading, rural financial services and other related industries. At the same time, it has also led to agricultural tourism. With the development of a series of industries, the most suitable place for these industries is the small towns, which are the service centers in rural areas. Agricultural modernization has created greater space for the development of small towns in agricultural areas, and the power of industrial development of small towns will be stronger, and the continuous development of small towns will make their infrastructure and social security system continuously perfect. Thus increasing the absorption capacity of rural surplus labor force, which will promote the rural land circulation. Therefore, the relationship between land circulation and the development of small towns in agricultural areas can form a mutually promoting development situation. With regard to the study of the development of small towns in Haidong agricultural region from the perspective of land transfer, the paper first describes the present situation of land circulation and small towns in Haidong agricultural region of Qinghai, with "the effect of scale agglomeration" and "growth pole". Guided by the theory of "small town of agriculture" and taking the data published on the local statistical yearbook and the government website as the main data, this paper makes a qualitative analysis of the relationship between the two. Then taking the small towns in Ledu District and Hualong County as examples, it is found that the relationship between the land circulation and the development of small towns in the agricultural area is not strong enough. On the basis of the above analysis, the paper points out the main problems existing in the development of small towns in Haidong agricultural area in the process of land transfer: on the one hand, the system defects of land circulation have caused resistance to the development of agricultural modernization in Haidong City. As a result, the development power of small towns in Haidong agricultural area is insufficient. On the other hand, with the continuous deepening of land circulation in Haidong agricultural area, small towns fail to do a good job of supporting and linking up with it, the infrastructure in towns and rural areas lags behind, and the functions of local governments are missing. Limited investment and other factors haunt the land circulation in Haidong agricultural area. Through the experience of developing agricultural small towns at home and abroad, the paper summarizes the land property rights system, urban development mechanism, cultivation of characteristic industries and so on. After fully considering the actual situation of the development of Haidong City, the paper puts forward some countermeasures to promote the development of agricultural modernization through speeding up the land circulation, and then to promote the small towns in the agricultural region: Haidong City should further improve the land circulation system. Improving the development mode of small towns, doing a good job of linking up with the modernization of agriculture, optimizing the industrial layout and strengthening the information construction of small towns in agricultural areas. Thus it can create favorable conditions for the land circulation and the development of small towns in Haidong agricultural region, and form a sustainable development situation in which the two promote each other.
