黑龙江省森林食品产业发展战略研究

【摘要】:现如今,社会持续进步、科技日益发达、经济高速发展,伴随这些,人类的自我保健意识也在与时俱进,人们对食品的需求,早就从原始的、单纯的解决温饱,转向了健康、营养、绿色、生态甚至是功能方面的需求。在这种新型消费观念和消费文化的促使下,一种新的食品类型——森林食品脱颖而出,并逐渐崛起成为朝阳产业。在林区生态建设得以顺利开展,“天保”工程得以深入实施的过程中,黑龙江省林区经济发展的格局已转变为调整结构,发展接续产业,彻底摆脱了昔日的“独木支撑”的局面。森林食品产业成为促进林区经济增长的关键,也是林区接续产业中最具发展潜力的产业之一。要想实现林区生态效益与经济效益双赢的局面,促进林区经济转型,那么如何将森林食品产业推进为林区支柱型产业值得我们深入研究,成为我们面前的新课题。本论文以发展战略理论、产业集群理论、环境经济理论、品牌理论等理论为基础,运用定性与定量相结合、实证分析与规范分析相结合、比较分析和SWOT分析的分析方法,对森林食品产业发展进行了多角度深层次的理论分析与探讨。论文的主要内容包括以下几个方面:论文首先界定了森林食品以及森林食品产业的内涵,并对森林食品产业发展理论进行了归纳和梳理,为黑龙江省森林食品产业的健康持续发展奠定了理论基础;对黑龙江省森林食品产业发展规模、发展特点做了介绍;运用SWOT分析法对黑龙江省森林食品产业发展环境进行了分析,分析了森林食品产业发展面临的优势、劣势、机遇和挑战。然后将AHP方法融入SWOT分析之中,从定性和定量两个角度分析了黑龙江省森林食品产业的内外部环境,对影响黑龙江省森林食品产业发展的内外部因素进行量化分析,绘制出战略四边形,最终得出黑龙江省森林食品产业发展应当采取机会开拓型战略的结论。通过建立产业战略模型,得出了黑龙江省森林食品产业发展要采取机会开拓型战略就应该采取因地制宜,突出特色产业布局;强化品质,突出重点产品开发;加快森林食品产业化推进;“企业+基地+林户”一体化发展;政府推动与市场拉动相结合;促进森林食品出口的六大战略步骤。最终,给出了提高可持续发展意识、完善利益机制,整合产业资源、建立组织机制,完善市场体系、发展监督激励机制,加快黑龙江省森林食品产业发展的相关对策建议。根据以上分析,本文从产业发展战略的角度来分析研究了森林食品产业的相关理论内涵,为“林业资源型城市转型”、“发展林区接续产业”这类问题的解决提供新思路,新视角。对促进黑龙江乃至全国林区可持续发展,对环境友好,资源节约,生态文明型社会的建设,以及黑龙江省制定森林食品产业发展战略,都有着极为重要的理论价值和实践意义。
[Abstract]:Nowadays, society continues to progress, science and technology are increasingly developed, and the economy is developing at a high speed. Along with these, human self-care awareness is also advancing with the times. People's demand for food has long since shifted from a primitive, simple solution to food and clothing to health. Nutrition, green, ecological and even functional needs. In this new consumption concept and consumption culture, a new type of food-forest food stand out, and gradually rise into a sunrise industry. In the process of carrying out the ecological construction of forest region smoothly and carrying out the "natural conservation" project, the pattern of economic development in Heilongjiang Province has been transformed into adjusting the structure and developing the succession industry. Completely get rid of the former "wood support" situation. Forest food industry has become the key to promote the economic growth of forest regions, and it is also one of the most potential industries in the succession industry of forest regions. In order to realize the win-win situation of ecological benefit and economic benefit of forest region and promote the economic transformation of forest area, how to promote forest food industry into pillar industry of forest area is worth our further study and become a new subject before us. Based on the development strategy theory, industrial cluster theory, environmental economy theory and brand theory, this paper combines qualitative and quantitative analysis, empirical analysis with normative analysis, comparative analysis and SWOT analysis. In this paper, the development of forest food industry is analyzed and discussed. The main contents of the paper include the following aspects: firstly, the paper defines the connotation of forest food and forest food industry, and summarizes and combs the theory of forest food industry development. It lays a theoretical foundation for the healthy and sustainable development of forest food industry in Heilongjiang Province. The development scale and characteristics of forest food industry in Heilongjiang Province were introduced. The development environment of forest food industry in Heilongjiang Province was analyzed by SWOT analysis, and the advantages, disadvantages, opportunities and challenges faced by the development of forest food industry were analyzed. Then the AHP method is integrated into the SWOT analysis, the internal and external environment of Heilongjiang forest food industry is analyzed from the qualitative and quantitative aspects, and the internal and external factors that affect the development of Heilongjiang forest food industry are analyzed quantitatively. The strategic quadrilateral is drawn and the conclusion that the development of forest food industry in Heilongjiang Province should adopt the opportunity development strategy is concluded. Through the establishment of the industrial strategy model, it is concluded that the development of forest food industry in Heilongjiang Province should adopt the strategy of opportunity development in accordance with local conditions, highlight the layout of characteristic industries, strengthen the quality, and emphasize the development of key products. Accelerate the promotion of forest food industrialization; the integrated development of "enterprise base forest households"; the combination of government promotion and market pull; the six strategic steps to promote forest food export. Finally, some countermeasures and suggestions are given to improve the consciousness of sustainable development, perfect the benefit mechanism, integrate the industrial resources, establish the organization mechanism, perfect the market system, develop the supervision and incentive mechanism, and accelerate the development of the forest food industry in Heilongjiang Province. Based on the above analysis, this paper analyzes and studies the relevant theoretical connotation of forest food industry from the perspective of industrial development strategy, and provides a new way to solve the problems of "transformation of forestry resource-based cities" and "developing forest regions' successive industries". A new perspective. It is of great theoretical value and practical significance to promote the sustainable development of Heilongjiang and even national forest regions, to be friendly to the environment, to save resources, to construct the ecological civilization society, and to formulate the development strategy of forest food industry in Heilongjiang Province.
