六安市家庭农场发展研究

【摘要】：随着农业现代化的不断深入发展,产生了家庭农场、专业合作社、龙头企业等新型农业经营主体。在农业现代化进程中,家庭农场这一新型农业经营主体是重要组成部分。适度规模化经营的家庭农场具有了很大的优越性：它的经营规模适度,有利于布局的调整；农业生产率较高；较容易达到较大的商品生产规模,有助于增加农民的农业收入,经济效益较好,能够形成良好的社会效益。这种家庭农场的发展模式不仅能够摆脱“均田承包制”规模小带来的短处,又能提高家庭经营这一模式的生命力,必将成为我国农业发展的主要经营模式。近年来,农村土地加快流转和农业剩余劳动力大量转移,都促进了农村土地集中和规模经营,因此家庭农场得到较快发展,目前家庭农场的发展规模和质量已初步取得明显的效果。但总体来说,家庭农场这一新型农业经营主体经营模式在广大农村地区的普及率仍然不高,而且概念很模糊,标准不统一,家庭农场的经营理念还不够完整不够健全,社会化服务体系还不够完善,政府政策支持还比较薄弱,缺乏针对性和倾向性。本文采用文献研究法阐述了国内外家庭农场的研究动态,明确了家庭农场发展的可行性以及家庭农场发展的优势和迫切需要解决的问题。实地广泛的调研、走访了裕安区、霍邱县和金寨县等地家庭农场,设计调查问卷,通过对不同种类家庭农场的区别化研究分析了六安市家庭农场的发展现状、发展成效、经营模式与社会化服务体系,得出土地流转困难、融资难、缺乏专业人才、农场社会化服务体系不健全、财务制度不完善、缺乏统一的准入和淘汰机制、家庭农场的界定不明确等制约六安市家庭农场发展的因素。在综合应用管理学、农业经济学等学科的基本原理上,以创新的思维和发展的思路,针对这些制约因素对六安市家庭农场的发展提出了以下建议：(1)完善土地流转制度；(2)规范家庭农场的建立与淘汰机制(3)加大政府政策性扶持(4)拓宽融资渠道(5)健全社会化服务体系(6)提升农场主的综合素质；(7)创新家庭农场财务制度；(8)创建家庭农场协会等。
[Abstract]:With the deepening development of agricultural modernization, new agricultural management subjects, such as family farms, professional cooperatives, leading enterprises, have emerged. In the process of agricultural modernization, family farm is an important part of new agricultural management. The family farm with moderate scale management has great superiority: its management scale is moderate, it is advantageous to the adjustment of layout, the agricultural productivity is high; It is easy to reach a larger scale of commodity production, which is helpful to increase the farmers' agricultural income, have a better economic benefit, and form a good social benefit. This kind of family farm development model can not only get rid of the shortcomings brought by the small scale of "farm sharing contract system", but also improve the vitality of the family management model, and will certainly become the main management mode of agricultural development in China. In recent years, the accelerated circulation of rural land and the massive transfer of agricultural surplus labor have both promoted the concentration and large-scale operation of rural land, so family farms have been developing rapidly. At present, the development scale and quality of family farms have achieved obvious results. But on the whole, the popularization rate of family farm, a new type of agricultural management main business model, is still not high, and the concept is very vague, the standard is not uniform, and the management concept of family farm is not complete and perfect. Social service system is not perfect, government policy support is weak, lack of pertinence and orientation. In this paper, the research trends of family farm at home and abroad are described by the method of literature research, and the feasibility of family farm development, the advantages of family farm development and the urgent problems that need to be solved are clarified. Through extensive research on the ground, visited family farms in Yue'an District, Huoqiu County and Jinzhai County, and designed questionnaires to analyze the development status and results of family farms in Lu'an City through the research on the differentiation of different kinds of family farms. Management model and socialized service system, the difficulty of land circulation, the difficulty of financing, the lack of professional personnel, the imperfect service system of farm socialization, the imperfect financial system, the lack of unified access and elimination mechanism, The definition of family farm is not clear and so on. Based on the basic principles of comprehensive applied management, agricultural economics and other disciplines, this paper puts forward the following suggestions for the development of family farms in Luan City: (1) perfecting the land circulation system; (2) standardizing the establishment and elimination mechanism of family farms (3) increasing government policy support (4) widening financing channels (5) perfecting socialized service system (6) improving the comprehensive quality of farmers; (7) innovating family farm financial system, (8) establishing family farm association, etc.
