改革开放以来我国农村集体经济的变迁与当前亟需解决的问题

【摘要】：改革开放以来的中国农村集体经济发展是农村经济发展成就的生动体现。农村集体经济发展既与宏观政策变化紧密相关,又与社会主义市场经济的深入发展密切相连,呈现出较为明显的三个变迁阶段。实践中,中国农村集体经济的发展呈现出多样化的态势,各地根据自身的资源条件,探索出了工业化模式、后发优势模式、集腋成裘模式等不同的发展模式。当前,中国农村集体经济发展取得明显成效,也面临一系列制度瓶颈,亟需进一步深化农村集体产权制度改革,探索集体经济有效实现形式,破解集体经济主体缺位、农村集体经济组织的成员权不清晰、法人治理结构不完善、农村集体经济缺乏长效发展机制等难题,促进新型农村集体经济发展壮大。
[Abstract]:Since the reform and opening up, China's rural collective economic development is a vivid manifestation of the achievements of rural economic development. The development of rural collective economy is closely related to the change of macro policy and the further development of socialist market economy. In practice, the development of rural collective economy in China presents a diversified trend. According to their own resource conditions, various regions have explored different development models, such as industrialization mode, late-development advantage model, collection pattern and so on. At present, the development of rural collective economy in China has achieved remarkable results, and it is also facing a series of institutional bottlenecks. It is urgent to further deepen the reform of the rural collective property right system, explore the effective realization forms of collective economy, and solve the absence of the main body of collective economy. The membership rights of rural collective economic organizations are not clear, the governance structure of legal persons is not perfect, and the rural collective economy is short of long-term development mechanism, which promotes the development of new rural collective economy.
