山东省农村基本公共服务均等化问题研究

【摘要】：进入到本世纪以来,我国整体经济水平一直保持一个快速增长的速度,相应的发展体制与制度也在不断的加强,我国各方面的综合实力显著增强,社会居民的总体水平基本达到小康,整个社会都保持着一个稳定、健康发展的势头。进入到21世纪以来,我国的总体发展逐渐呈现出不同的阶段性特征,社会中的各行各业都面临着挑战和机遇,对于很多行业来说,不改革就是倒闭,所以机遇与危机之间只是一步之隔。随着社会发展和城市化进程的加快,社会发展不断的凸显各种矛盾,与城市发展相比,农村的发展严重滞后其公共服务已经无法满足农民的发展需求等。这些矛盾如果得不到及时的解决,将会进一步的激化社会中的三农问题,我国社会的总体发展的可持续性和现代化进程都是一个不小的挑战。山东省作为我国的传统大省,是一个农业大省,其占地面积较大人口基数也很众多,随着社会经济的不断发展,其矛盾也在日益凸显。作为我国的经济大省,但却不是经济强省,在省内有发达的地方,但更多的有许多贫穷和落后的区域,这些地方的发展滞后,将会影响山东省的总体发展。其基本的公共服务事业更是没有达到人们日益发展的需求,对于山东省来说,要响应国家号召,完善省内小康水平的建设工作,就必须减少城市和农村之间差距,保证全省各方面发展的均等化。
[Abstract]:Since the beginning of this century, the overall economic level of our country has maintained a rapid growth rate, the corresponding development system and system have also been continuously strengthened, and the comprehensive strength of all aspects of our country has been significantly enhanced. The overall level of social residents has basically reached a well-off level, and the whole society has maintained a steady and healthy momentum of development. Since entering the 21st century, the overall development of our country has gradually taken on different stage characteristics. All kinds of industries in the society are facing challenges and opportunities. For many industries, failure to reform is to close down. So there is only one step between opportunity and crisis. With the acceleration of social development and urbanization process, social development constantly highlights a variety of contradictions, compared with urban development, the development of rural areas seriously lags behind its public services have been unable to meet the development needs of farmers and so on. If these contradictions can not be solved in time, they will further intensify the problems of agriculture, countryside and farmers in the society. The sustainability of the overall development of our society and the process of modernization are not small challenges. Shandong Province, as the traditional province of our country, is a big agricultural province, and its land area is much larger than the population base. With the continuous development of social economy, its contradiction is becoming more and more prominent. As a big economic province of our country, but not a strong economic province, there are developed places in the province, but there are many poor and backward areas. The development of these places will affect the overall development of Shandong Province. Its basic public service undertakings have not met the growing needs of people. For Shandong Province, in order to respond to the call of the state and improve the construction of the well-off level in the province, it is necessary to reduce the gap between cities and rural areas.
