陕西省农业标准化与农产品检测体系现状分析及其对策研究

【摘要】：本文采用宏观分析与微观分析相结合、理论与实际相结合的方法,对陕西省农业标准体系与农产品检测体系现状及存在的问题进行了较为深入而系统的研究,对实施农业标准化的政府决策提供一定的参考依据,对陕西省农业标准化的全面实施具有重要指导意义。本研究获得的主要研究结果如下:(1)本文分析农业标准体系的相关理论,对标准、农业标准的概念及内涵进行分析,论述陕西省农业标准体系现状与存在问题。认为陕西省农业标准体系形成和运行过程中存在的主要问题有:农业标准的实施还没有成为农户的自觉行动;农业标准化问题研究不够深入;农业标准体系不够健全;农业标准推广体制和措施缺失;推进农业标准化的长效机制还没有形成。(2)根据陕西省农业标准工作特点及其面临的形势与问题,提出建立农业标准化推广的长效机制,保障农业标准化的全面实施,提出强化宣传与培训;结合陕西省情,加强农业标准化科研;因地制宜,建立结构合理、科学实用的农业标准化体系框架;加强农业标准化队伍建设的对策。(3)本文分析农产品检测体系的现状,论述陕西省农产品检测体系现状与存在问题。认为陕西省农产品检测体系形成和运行过程中存在的主要问题有:功能定位不清晰,整体效能不高;制度落实不到位,政府投入不足,经费渠道单一;重硬件建设轻能力建设,基层检测机构运行乏力;缺乏有效激励约束机制,发展后劲不足。(4)根据国内外农产品质量安全检测特点及其面临的形势与任务,提出农产品检测体系的改进措施:明确各级检测机构功能定位;对县级检测机构进行整合,发挥检测中心的作用;落实完善农产品质量安全监管职责;加强人才队伍建设,开展检测人员资质考核;建立考核评价体系,实施动态管理。
[Abstract]:Based on the combination of macro-analysis and micro-analysis, and the combination of theory and practice, this paper makes a thorough and systematic study on the present situation and existing problems of agricultural standard system and agricultural product detection system in Shaanxi Province. It provides a certain reference basis for the government decision to implement agricultural standardization, and has important guiding significance for the overall implementation of agricultural standardization in Shaanxi Province. The main results obtained in this study are as follows: (1) this paper analyzes the relevant theories of agricultural standard system, analyzes the standard, the concept and connotation of agricultural standard, and discusses the present situation and existing problems of agricultural standard system in Shaanxi Province. The main problems existing in the formation and operation of agricultural standard system in Shaanxi Province are as follows: the implementation of agricultural standard has not become the conscious action of farmers, the research on agricultural standardization is not deep enough, the agricultural standard system is not perfect enough, and the agricultural standard system is not perfect enough. Lack of agricultural standard extension system and measures; The long-term mechanism to promote agricultural standardization has not been formed yet. (2) according to the characteristics of agricultural standards in Shaanxi Province and the situation and problems faced by them, it is proposed to establish a long-term mechanism for agricultural standardization extension to ensure the full implementation of agricultural standardization. Put forward to strengthen propaganda and training; According to the situation of Shaanxi Province, we should strengthen the scientific research of agricultural standardization, set up the frame of agricultural standardization system with reasonable structure, scientific and practical, and take measures according to local conditions. Countermeasures to strengthen the construction of agricultural standardization team. (3) this paper analyzes the present situation of agricultural product testing system and discusses the present situation and existing problems of agricultural product testing system in Shaanxi province. It is considered that the main problems existing in the formation and operation of the agricultural product testing system in Shaanxi Province are as follows: the function orientation is not clear, the overall efficiency is not high, the system is not implemented, the government input is insufficient, and the funding channel is single. Emphasis on hardware construction rather than capacity construction, grass-roots testing institutions are weak; Lack of effective incentive and restraint mechanism, lack of development momentum. (4) according to the quality and safety inspection characteristics of agricultural products at home and abroad and the situation and tasks faced, the improvement measures of agricultural product inspection system are put forward: to clarify the functional orientation of inspection agencies at all levels; To integrate the county-level inspection institutions and give full play to the role of the testing center; to implement and perfect the responsibilities of supervision and control of the quality and safety of agricultural products; to strengthen the construction of the talent team; to carry out the assessment of the qualifications of the testing personnel; to establish the assessment and evaluation system
