农业技术创新对湖北省农民收入的影响研究

【摘要】：农村生态环境的恶化、农民劳动力的转移、农业先进技术的匮乏,使得我国农业持续发展面临巨大的考验。依靠农业技术创新,创造更多的产出,发展现代农业,实现农业经济效益最大化是实现农民持续稳定增收最重要的途径。2012年至2015年国家发布的中央一号文件都是把强化农业科技创新驱动作用、促进农民持续增收、加大惠农政策力度作为重大课题,表明国家对农业技术创新的重视及实现农民增收问题的艰巨性。在此背景下,结合湖北省农业发展现状,研究农业技术创新对湖北省农民收入的影响,对实现湖北省农业经济发展、促进湖北省农民增收具有重要的现实指导意义。本文基于对国内外文献综述、相关理论、影响机制以及农业技术创新现状进行研究的基础上,首先从宏观层面上,利用1998年至2013年的时间序列数据,通过协整检验和误差修正模型,研究了农业技术创新资源配置、技术研发、成果转化及支撑三个方面对湖北省农民收入的影响,分析其短期均衡和长期均衡趋势;然后从微观层面上,利用湖北省鄂东大别山区、鄂西地区、江汉平原、武汉都市农业圈的345份农户问卷调查数据,建立多元线性回归模型,探索了农户禀赋条件和技术创新成果采纳变量在促进农民增收方面的作用,分析其影响因素。研究结果表明,从宏观方面看,无论从长期还是短期来看,湖北省农业技术创新资源配置和成果转化及支撑对农民收入有促进作用,但农业技术创新研发成果与收入无明显均衡关系。从微观方面看,农民对技术创新的采纳对收入有显著影响,其中产品创新采纳和组织创新采纳对增收的效果最显著。最后,本文根据实证部分的结论,针对湖北省农业技术创新的发展意义及其对农民收入的促进作用提出相关的政策建议。
[Abstract]:With the deterioration of rural ecological environment, the transfer of farmers' labor force and the lack of advanced agricultural technology, the sustainable development of agriculture in China is facing a great test. Relying on agricultural technological innovation, creating more output, and developing modern agriculture, Maximizing agricultural economic benefits is the most important way to achieve a sustained and stable increase in farmers' income. The first document of the central government issued by the state from 2012 to 2015 is to strengthen the driving role of agricultural scientific and technological innovation and promote the sustained increase of farmers' income. Strengthening the policy of benefiting farmers as an important subject shows that the state attaches importance to agricultural technological innovation and the difficulty of increasing farmers' income. Under this background, combined with the present situation of agricultural development in Hubei Province, it is of great practical guiding significance to study the influence of agricultural technological innovation on the income of farmers in Hubei Province, which is of great practical significance to realize the development of agricultural economy in Hubei Province and promote the increase of farmers' income in Hubei Province. Based on the research of literature review, related theories, influence mechanism and the present situation of agricultural technological innovation at home and abroad, this paper first makes use of the time series data from 1998 to 2013 from the macro level. Through co-integration test and error correction model, this paper studies the influence of agricultural technological innovation resource allocation, technology research and development, achievement transformation and support on farmers' income in Hubei Province, and analyzes its short-term and long-term equilibrium trend. Then, from the micro level, using 345 questionnaire survey data of farmers in Dabie Mountain area, Western Hubei Province, Jianghan Plain and Wuhan Urban Agricultural Circle, a multiple linear regression model was established. This paper explores the role of farmers' endowment conditions and technological innovation adoption variables in increasing farmers' income, and analyzes the influencing factors. The results show that, from a macro point of view, the allocation of agricultural technological innovation resources and the transformation and support of agricultural technological innovation resources in Hubei Province play an important role in promoting farmers' income, both in the long term and in the short term. However, there is no obvious equilibrium relationship between R & D results of agricultural technological innovation and income. From the micro point of view, farmers' adoption of technological innovation has a significant impact on income, among which product innovation adoption and organizational innovation adoption have the most significant effect on income increase. Finally, according to the conclusions of the empirical part, this paper puts forward some relevant policy suggestions for the development significance of agricultural technological innovation in Hubei Province and its role in promoting farmers' income.
