农村集体产权制度改革的实践与思考——以山西省沁源县沁河镇城北村为例

【摘要】：农村集体经济组织产权制度改革是农村改革的又一次重大制度创新。经济发达地区的做法已经证明,这是较为成熟的一种改革模式。地处内陆山区的山西省沁源县沁河镇城北村,近年也采取这种模式,推进农村改革,实行"优先土地股,增配人口股,创新预留股"的股权分配制度,其成效明显,但也存在一定问题。而这些问题也正是中西部地区农村集体经济组织产权制度改革亟需进一步革新和完善之处。
[Abstract]:The reform of property right system of rural collective economic organization is another important institutional innovation of rural reform. The practice of economically developed areas has proved that this is a more mature reform model. In recent years, Qinhe Town Chengbei Village, Qinyuan County, Shanxi Province, which is located in inland mountainous area, has also adopted this mode to promote rural reform and implement the equity distribution system of "priority land stocks, increase population stocks and innovate reserved shares". Its effect is obvious, but there are also some problems. These problems are in urgent need of further innovation and improvement in the reform of property rights system of rural collective economic organizations in the central and western regions.
