“柔性扶贫”理念的精准扶贫

【摘要】：正柔性扶贫是一种扶贫理念以最近的扶贫调查为基础,我们出版了《柔性扶贫:基于乡村价值的扶贫理念》(中原农民出版社),之所以提出"柔性扶贫"的概念是基于"刚性扶贫"事实。以往扶贫理念大都是以资源短缺与不足为贫困的原因,而扶贫实践则是以获取外部资源为特征。两者结合就形成了强大的争取外部资源的动力,外部资源的设置是自上而下的,因此很难适应千差万别的反贫困实践。为了争取到宝贵的扶贫资源,就只能采取削足适履的措施,使自己的扶贫项目
[Abstract]:The positive and flexible pro-poor is a kind of pro-poor idea based on the recent poverty-relief survey, and we have published the "flexible poverty alleviation: the rural value-based poverty alleviation idea" (the Central Plains Farmers' Publishing House). The reason why the "flexible pro-poor" is put forward is based on the "rigid poverty alleviation" fact. In the past, the concept of poverty alleviation is mostly the reason of the shortage of resources and the lack of the poverty, while the pro-poor practice is characterized by the acquisition of external resources. The combination of the two forms a powerful force for external resources, and the setting of external resources is top-down, so it is difficult to adapt to the different anti-poverty practice. In order to obtain valuable pro-poor resources, it is only possible to take the appropriate measures to make the pro-poor project of its own.
