论西咸经济一体化中地方政府关系协调

【摘要】：在经济全球化的今天,我国的区域一体化进程正在摸索前进,如长三角、珠三角、京津冀地区正积极推进区域一体化战略,取得了一定成绩。2009年6月获批的《关中一天水经济区发展规划》是我国推进西部大开发战略的又一重要举措,本规划提出加快推进“西咸经济一体化”建设,着力打造西安国际化大都市区,由此,西咸经济一体化上升到了区域发展战略的高度。建设西咸经济一体化,是建设西安国际化大都市区的重要组成部分,既有利于增强区域整体实力和综合竞争力,更好地带动关中城市群乃至整个西北地区经济的发展,又有利于缩小关中城市群与长三角、珠三角、京津冀三大城市群的差距,使关中城市群成为我国第四大城市群成为可能,进而改变我国现状区域经济版图东重西轻的格局,实现中国区域经济的全面均衡发展。 2002年底,西安、咸阳两市政府提出西咸经济一体化以来,两市在合作模式、合作领域、合作突破口等方面,做了大量积极有益的尝试,为我国西部欠发达地区推进区域间合作发展探索了经验。然而,在两市经济一体化推进过程中,越来越多的体制性障碍和两市间利益冲突凸显出来,致使一些方面进展缓慢,甚至停滞不前,影响了西咸经济一体化的快速推进。如何进一步加快两市联动发展,已成为备受关注的问题。在现行行政体制和市场机制还不完善的条件下,政府的合理定位与积极作用就显的尤为重要。通过两地政府的关系现状分析,从而在区域经济一体化的发展要求下提出目前两地政府应着眼于积极构建区域经济发展的新型合作机制,准确定位、科学规划,使西咸两地政府在区域经济发展中相互沟通、积极协作、统一规划,提高政府使用公共资源的效率,推进西咸经济一体化发展。
[Abstract]:In today's economic globalization, China's regional integration process is groping forward, such as the Yangtze River Delta, the Pearl River Delta, the Beijing-Tianjin-Hebei region is actively promoting regional integration strategy. In June 2009, the "Development Plan of Guanzhong Tianshui Economic Zone" is another important measure to push forward the strategy of western development in China. This plan proposed to speed up the construction of "Xixian economic integration", and focus on the creation of Xi'an international metropolitan area. As a result, Xi-Xian economic integration has risen to the height of regional development strategy, and the construction of Xi-Xian economic integration. It is an important part of the construction of Xi'an international metropolitan area, which is not only conducive to strengthening the overall strength and comprehensive competitiveness of the region, but also to driving the economic development of the Guanzhong urban agglomeration and even the whole northwest region. It also helps to narrow the gap between Guanzhong urban agglomeration and Yangtze River Delta, Pearl River Delta, Beijing-Tianjin-Hebei urban agglomeration, making Guanzhong urban agglomeration become the 4th largest urban agglomeration in China. Then it changes the present situation of regional economy of our country, and realizes the balanced development of China's regional economy. In end of 2002, Xi'an and Xianyang two municipal governments put forward Xixian economic integration, the two cities in the cooperation model, cooperation field, cooperation breakthrough, and so on, made a large number of positive and beneficial attempts. In the process of promoting the economic integration of the two cities, more and more institutional obstacles and conflicts of interest between the two cities have emerged. As a result, some aspects of the slow progress, or even stagnation, affected the rapid economic integration of Xi-Xian. How to further accelerate the development of the two cities. Under the condition that the current administrative system and market mechanism are not perfect, the reasonable orientation and positive role of the government is particularly important. Through the analysis of the current situation of the relationship between the two governments. Therefore, under the development requirements of regional economic integration, the two governments should focus on the active construction of a new type of cooperation mechanism of regional economic development, accurate positioning, scientific planning. The two governments can communicate with each other actively cooperate with each other in the development of regional economy improve the efficiency of using public resources and promote the integrated development of Xixian economy.
