海关在促进平潭外贸经济发展中的对策研究

【摘要】：当前,建议服务型海关已经成为一种必然,然后就“为何要服务”、“为谁服务”以及“怎么服务”等问题,海关系统内外还远没有达成共识。新公共服务理论的一些基本观点,恰好可以为海关解决好上述问题提供借鉴和参考。设立平潭综合实验区是国家的一项重要战略部署,其最重要的目的是促进两岸合作交流。海关促进平潭外贸经济发展,不能仅仅着眼于平潭自身,而是要充分考虑到促进两岸经济一体化的实现,这才是海关最重要的“公共利益”。基于新公共服务理论的观点,为了促进两岸合作交流,为实现区域经济一体化创造有利条件,海关在促进平潭外贸经济发展中,要更好地确立服务理念,要承担更多的责任,更加关注公平、正义和效率：要采取措施,在海关与企业平等地位基础上建立新型伙伴关系；海关要提高贸易便利化水平,改进服务质量；要以项目合作为载体,积极参与和支持两岸合作交流；要发挥科技优势,提高风险分析处理能力,积极应对全岛开放带来的监管压力。
[Abstract]:At present, it has become inevitable to suggest service-oriented customs. Then there is still far from reaching a consensus inside and outside the customs system on such issues as "why to serve", "who to serve" and "how to serve." some basic viewpoints of the new public service theory have been reached. Just for customs to solve the above problems to provide reference and reference. The establishment of the Pingtan Comprehensive Experimental Zone is an important strategic deployment of the country, the most important purpose of which is to promote cross-strait cooperation and exchange. Customs should promote the development of Pingtan's foreign trade economy and not just focus on Pingtan itself. But to fully consider promoting the realization of cross-strait economic integration, which is the most important "public interest" of customs. Based on the new public service theory, in order to promote cross-strait cooperation and exchange and to create favorable conditions for the realization of regional economic integration, customs should better establish service concepts and undertake more responsibilities in promoting the development of Pingtan's foreign trade economy. More attention to equity, justice and efficiency: measures to build new partnerships based on the equal status of customs and business; customs to improve the level of trade facilitation and the quality of services; and project cooperation as a vehicle, We should actively participate in and support cross-strait cooperation and exchanges, give full play to the advantages of science and technology, improve the ability of risk analysis and handling, and actively respond to the regulatory pressure brought by the opening up of the whole island.
