【摘要】：改革开放以来，我国经济持续高速增长，取得了令世界瞩目的成就，然而，环境恶化明显，环境保护形势日趋严峻。当前我国水资源污染、耕地污染、大气污染均较为严重，如目前我国城市PM2.5年平均浓度已三倍于世界卫生组织所认定的安全水平等等。环境污染不仅危害百姓健康、引发社会矛盾，也使百姓享受到的经济增长成果大打折扣。近年来，我国明显加大环境保护和污染治理力度，并于2012年将生态文明纳入国家建设总体布局，经济与环境协调发展已成为我国发展战略中的重要内容。湖北作为我国中部崛起的重要战略支点，其经济平稳健康发展对于引领和支撑中部崛起具有重要意义，但环境问题日益成为制约其经济发展的重要因素，解决经济发展与环境保护的协调问题的要求日益迫切。鉴于此，本文深入研究国内外相关文献，，通过研究经济与环境的相关理论，在全面分析湖北经济发展特点与环境污染状况的基础上，依据有关数据对湖北经济发展和环境质量进行实证分析，剖析湖北经济与环境发展不协调的原因，并借鉴国内外相关典型经验，提出协调湖北经济与环境发展的政策建议。本文主要研究框架如下：第一章为绪论，阐述本文的选题依据和研究意义，综述国内外有关经济与环境关系的研究成果，介绍本文的研究思路和框架，以及论文的创新与不足；第二章为理论基础，介绍研究经济与环境相互关系的系列理论；第三章分析湖北经济发展特点与环境污染状况，包括湖北综合经济发展、产业结构、区域经济，以及“三废”排放、环境质量和环境治理等内容；第四章通过实证分析对湖北经济发展和环境质量进行综合评价，主要是建立综合评价指标体系，并运用主成分分析法比较经济发展、环境污染等的变化趋势；第五章剖析影响湖北经济与环境协调发展的原因，主要从经济快速发展、能源结构与产业结构不合理、环保投入不足及环保产业发展落后等方面进行分析；第六章为经验借鉴;第七章为政策建议；第八章为全文总结。研究发现，在2000年~2010年间湖北经济发展与环境质量之间矛盾尖锐，本文认为，要解决该问题需要政府、企业以及民众的通力合作。本文的主要创新在于，运用大量数据比较全面地从整体上反映了湖北经济发展与环境质量状况，并通过建立综合评价体系对湖北经济发展水平和环境质量进行了定量的对比分析。
[Abstract]:Since the reform and opening up, China's economy has sustained high and rapid growth, which has made remarkable achievements in the world. However, the environmental deterioration is obvious, and the environmental protection situation is becoming more and more severe. The current water pollution, the cultivated land pollution and the air pollution are all serious in our country, for example, the average concentration of PM2.5 in the city of our country is three times more than the security identified by the WHO at present. Level and so on. Environmental pollution not only endangers the health of the people, triggers social contradictions, but also makes the economic growth results enjoyed by the people greatly reduced.
In recent years, China has significantly increased environmental protection and pollution control, and incorporated ecological civilization into the overall layout of national construction in 2012. The coordinated development of economy and environment has become an important part of China's development strategy. Hubei, as an important strategic pivot for the rise of central China, has a stable and healthy economic development for leading and supporting. The rise of the Ministry is of great significance, but the environmental problem has increasingly become an important factor restricting its economic development, and it is becoming more and more urgent to solve the problem of coordination between economic development and environmental protection.
In view of this, this article deeply studies the relevant literature at home and abroad, through the study of the related theories of economy and environment, on the basis of comprehensive analysis of the characteristics of Hubei's economic development and environmental pollution, and on the basis of the relevant data, analyses the economic development and environmental quality of Hubei, and analyzes the reasons for the incoordination between the economic and environmental development of Hubei and borrows the reasons. Based on the typical experience in and out of the country, we put forward policy proposals to coordinate Hubei's economic and environmental development.
The main research framework is as follows: the first chapter is the introduction, which describes the basis and significance of the topic, summarizes the research results on the relationship between the economy and the environment at home and abroad, introduces the ideas and frameworks of this paper, and the innovation and deficiency of the paper. The second chapter is the theoretical basis, and introduces the series of theories on the relationship between the economy and the environment. The third chapter analyzes the characteristics of Hubei economic development and environmental pollution, including Hubei comprehensive economic development, industrial structure, regional economy, and "three wastes" emission, environmental quality and environmental governance, and so on. The fourth chapter through empirical analysis of the comprehensive evaluation of the economic development and environmental quality of Hubei, mainly to establish a comprehensive evaluation. The index system is used to compare the trend of economic development and environmental pollution by using the principal component analysis method. The fifth chapter analyzes the factors that affect the coordinated development of Hubei's economy and environment, mainly from the analysis of the economic rapid development, the unreasonable energy structure and industrial structure, the insufficient investment in environmental protection and the backward development of the environmental protection industry, and the sixth chapter. The seventh chapter is policy recommendations; the eighth chapter is the summary of the full text.
The study found that the contradiction between economic development and environmental quality in Hubei in the period of ~2010 in 2000 is sharp. This paper holds that to solve the problem, it is necessary for the government, enterprises and the public to cooperate. The main innovation of this paper is to reflect the overall situation of Hubei's economic development and environmental quality by using a large amount of data. A comprehensive evaluation system is used to make a quantitative comparative analysis of Hubei's economic development level and environmental quality.
