长株潭一体化进程中的政策调整研究

【摘要】:根据我国的现实发展需要,“十一五”规划首次强调了经济区的发展,并凸显出区域规划的重要性。而中国近三十年的经济空间格局也需实现转型,以地方政府主导型的省份经济模式已不再适合我国经济的高速发展需要,中国顺势进入区域经济发展阶段,区域经济整合将成为推动中国新一轮改革开放的支柱力量之一。长株潭一体化在操作上进行了许多创新,在实践中也取得了一些进展,但目前与社会期望还有较大差距。影响和制约长株潭一体化及该区域城市群发展的最主要的还是政策因素,因此,研究长株潭一体化进程中的政策调整问题具有重要的理论和现实意义。 笔者以长株潭一体化进程中的政策调整为研究对象,在借鉴国内外研究成果的基础上,采用跨学科的思想观点和研究方法,实证分析与规范分析相结合,围绕该城市群区域一体化发展的政策调整与改革创新问题进行系统思考,力图对该区域城市群“两型社会”建设改革的实践工作有所裨益。文章首先介绍了长株潭一体化进程中政策调整的一般理论;接着对长株潭一体化进程中的现行政策进行评估;最后是在评估现行政策不足的基础上提出相应的对策建议。 本文主要创新点是全面、深刻地分析该区域城市群政策调整的需求,在城市群管理构架上有创新性的设计,这是在整合了城市间体制机制改革研究的基础之上的,在改革演进路径方面颇具操作性,本文颇具创新性的制度环境设计和参考模式可运用于城市群区域行政协调机制改革之中。
[Abstract]:According to the actual development needs of our country, the 11th Five-Year Plan emphasizes the development of economic zone for the first time, and highlights the importance of regional planning. However, the economic spatial pattern of China in the past 30 years also needs to be transformed. The provincial economic model, which is dominated by local governments, is no longer suitable for the rapid development of China's economy, and China has entered the stage of regional economic development. Regional economic integration will become one of the pillar forces to promote China's new round of reform and opening up. Changsha-Zhuzhou-Tan integration has made many innovations in operation and made some progress in practice, but there is still a big gap with social expectations. The policy factors that influence and restrict the development of Chang-Zhuzhou-Xiangtan integration and the regional urban agglomeration are still the main factors. Therefore, it is of great theoretical and practical significance to study the policy adjustment in the process of Chang-Zhuzhou-Xiangtan integration. The author takes the policy adjustment in the process of integration of Changsha-Zhuzhou-Xiangtan as the research object, on the basis of drawing lessons from the domestic and foreign research results, adopting the interdisciplinary thought viewpoint and research method, combining the empirical analysis with the normative analysis. Based on the policy adjustment, reform and innovation of the regional integration development of the urban agglomeration, this paper tries to be beneficial to the practice of the construction and reform of the "two-oriented society" in the urban agglomeration in the region. This paper first introduces the general theory of policy adjustment in the process of Chang-Zhu-Tan integration, then evaluates the current policy in the process of Chang-Zhu-Tan integration, and finally puts forward corresponding countermeasures and suggestions on the basis of evaluating the insufficiency of current policies. The main innovation of this paper is to comprehensively and profoundly analyze the needs of the policy adjustment of the regional urban agglomeration, and have an innovative design on the management framework of the urban agglomeration, which is based on the integration of the research on the reform of the inter-city institutional mechanism. The innovative institutional environment design and reference mode can be used in the reform of regional administrative coordination mechanism of urban agglomeration.
