山东省自主创新能力评价与提升对策研究

【摘要】：自主创新既是提升区域经济竞争力的核心因素，也是建设创新型区域的根本途径。在国家提出实施创新驱动发展战略、东部地区率先转变经济发展方式背景下，构建区域自主创新能力评价指标体系，实证评价山东省自主创新能力水平，剖析其影响因素，在此基础上，探讨提升其自主创新能力的相关对策，对于加快山东省转变经济发展方式进程，实现科学发展，具有极为重要的理论与现实意义。本文以山东省自主创新能力评价为研究目标，研究内容主要分为四部分：（1）以创新为主线，对国内外有关创新的理论进行简单梳理，同时，对区域创新、自主创新、区域自主创新能力的研究现状进行系统梳理与评述，在此基础上，，界定区域自主创新能力的内涵、本质特征，并分析影响区域自主创新能力的构成要素及要素间的互动关系；（2）结合理论基础及山东省自主创新实际情况，探讨山东省自主创新能力评价指标体系，采用问卷调查与实证筛选方法，构建包括5个一级指标及27个二级指标的评价体系；（3）对山东省自主创新能力进行实证分析，运用标准化处理后的样本数据和层次分析法，测算出2003-2012年山东省自主创新能力水平，从自主创新能力效用水平和产出效率两个视角对山东省自主创新能力进行综合评价，发现山东省自主创新能力在10年内呈现波动性变化态势，尤其在2008年左右波动幅度最大，在山东省自主创新能力评价体系的五大准则层指标中，只有自主创新投入能力在10年中呈现缓慢性增长趋势，创新产出效率对山东省自主创新能力影响最显著，其中，高技术产业创新产出效率波动幅度最剧烈；（4）针对山东省自主创新能力评价研究中发现的创新环境不完善、创新扶持政策落实不到位、企业创新意识薄弱、融资渠道不健全、产业研脱节等问题，从市场机制、企业自主创新、金融扶持、产业集群、研发平台建设、高端人才培养等方面提出山东省自主创新能力的提升对策。本文研究重点在于对山东省自主创新能力评价指标体系进行系统分析及构建，并采用科学方法对其创新能力及创新效率进行实证测评，探索提升山东省自主创新能力的对策措施。创新之处包括以下几方面：（1）结合理论基础及山东省实际情况，构建山东省自主创新能力评价体系，新增创新产出效率作为二级指标，并且对创新产出效率中比较有代表性的知识产出效率、技术创新产出效率以及工业固体资源利用效率进行测算，使得对山东省自主创新能力评价更加全面、科学；（2）立足宏观视角，选取10年数据，对山东省自主创新能力的动态变化进行数量分析，提出较具针对性的相关对策。
[Abstract]:Independent innovation is not only the core factor to improve the regional economic competitiveness , but also the fundamental way to build a new region . In the background of the country ' s implementation of the innovation - driven development strategy , the eastern region takes the lead in changing the economic development mode , the paper constructs the regional independent innovation ability evaluation index system , and empirically evaluates the independent innovation ability level of Shandong province and analyzes its influencing factors . On the basis of this , the paper discusses the relevant countermeasures to improve its independent innovation ability . In this paper , based on the evaluation of independent innovation ability in Shandong Province as the research target , the research contents are divided into four parts : ( 1 ) the innovation - oriented innovation ability is analyzed , and the evaluation system of independent innovation ability in Shandong province is analyzed . This paper focuses on the system analysis and construction of the evaluation index system of independent innovation ability in Shandong province , and adopts the scientific method to measure the innovation ability and the innovation efficiency . The innovation includes the following aspects : ( 1 ) combining the theory foundation and the actual situation in Shandong province , building the evaluation system of independent innovation ability of Shandong province , adding the innovation output efficiency as the second index , and comparing the representative knowledge output efficiency , the technological innovation output efficiency and the industrial solid resource utilization efficiency in the innovation output efficiency .
