中国混合所有制经济论纲

【摘要】：中国混合所有制经济的根基是"基本经济制度",此为2.0版的"实现形式"。从产权关系分析,混合所有制经济是股份制经济,但并不是所有的股份制都可列入。其内涵可以界定为"两个层次,一个多元",即重要领域和微观主体的"国有资本、集体资本、非公有资本等交叉持股、相互融合"。异质产权多元化("异性恋")是主旋律,同质产权多元化("同性恋")是协奏曲。混合所有制经济的基本理论支撑是社会主义公有制与现代市场经济相互兼容的"结合论"。如果说"结合论"是"皇冠",混合所有制则是"皇冠"上的"明珠"。发展混合所有制经济具有双重目标,既"放大"国有资本功能、实现"保值增值",又促进包括民营经济在内的多种所有制经济共同发展。国民财富格局,不仅要看"流量"指标,更要看全部国有资产的"存量"指标。"积极发展"与"稳妥推动"并不存在矛盾,更不存在所谓十八届三中全会决定"变调"的问题。发展混合所有制经济具有深厚的国内外背景,要用"包容性改革"新思维看待混合所有制经济问题。从更广阔的视野审视,中国混合所有制经济在发展中,尚有一些理论和实践问题需要继续探索。
[Abstract]:The foundation of China's mixed ownership economy is the basic economic system, which is version 2.0 of the realization form.From the analysis of property right relation, mixed ownership economy is stock economy, but not all stock system can be included.Its connotation can be defined as "two levels, one pluralistic", that is, "state-owned capital, collective capital, non-public capital and other cross-shareholding and mutual integration" of important fields and micro subjects.Heterogeneity (heterosexual) is the main melody and homogeneity (homosexuality) is a concerto.The basic theoretical support of mixed ownership economy is the theory of combination of socialist public ownership and modern market economy.If the combination theory is the crown, the mixed ownership is the pearl of the crown.The development of mixed ownership economy has a dual goal, which not only "amplifies" the function of state-owned capital, realizes "keeping and increasing value", but also promotes the common development of various forms of ownership economy, including private economy.The pattern of national wealth depends not only on the "flow" index, but also on the "stock" index of all state-owned assets. "There is no contradiction between "positive development" and "steady promotion", let alone the so-called "change of tune" decided by the third Plenary session of the 18th CPC Central Committee.The development of mixed ownership economy has a deep domestic and foreign background, so it is necessary to treat the mixed ownership economy with the new thinking of "inclusive reform".From a broader perspective, there are still some theoretical and practical problems to be explored in the development of China's mixed ownership economy.
