输变电工程总承包企业在非洲的本地化经营研究

【摘要】:随着经济全球化的不断发展和中国进行“产业结构升级”和大力推行“走出去”战略,中国各行各业各类企业都在快速的涌入国际市场参与国际竞争。中国输变电工程总承包企业作为电网建设这一重要基础设施的参与者,一度走在了“走出去”队伍的前列,在充分利用并发挥低成本、高效率的竞争优势的情况下,取得了快速的突破,尤其在中国传统友好的非洲地区,中国输变电工程总承包企业迅速取得了长足的发展。随着全球经济危机的加深,输变电工程总承包领域的竞争越发激烈,中国企业面临着发达国家和发展中国家以及本国同质化竞争企业的多重压力。与此同时,中国输变电工程总承包企业在非洲地区的进一步发展也面临着越来越多的不适应本地社会发展要求的挑战,亟需找到应对的策略和措施。本文对对外工程总承包企业工程管理和本地化相关理论研究的国内外现状进行了分析;归纳概括了工程总承包和本地化的概念和内涵,分析了输变电总承包工程的特点。对企业外部竞争环境和内部资源基础分析的竞争战略理论和资源基础理论进行了梳理。结合非洲输变电工程总承包市场特点,本文分析了中国输变电工程总承包企业在非洲发展的现状和问题;根据竞争战略理论的“五力模型”、“一体化/-本地化(I/R)模型和资源基础理论,本文对输变电工程总承包企业的外部竞争环境和内部资源条件进行全面的战略分析,从而论证了中国输变电工程总承包企业在非洲本地化经营的必要性和可行性。继而,本文从横向角度构建中国输变电企业非洲本地化经营的“四要素”模型,从人力资源、技术服务、管理运营、企业文化四个方面对中国输变电企业非洲本地化经营的实施提出具体的策略和措施,列举了实施中需要注意的问题;然后,本文又进一步从纵向角度构建中国输变电工程总承包企业本地化经营的“三阶段”发展战略模型,将企业实现本地化经营战略的进程划分为单一项目管理阶段、公司化运营阶段和品牌化经营阶段三个阶段,提出了达到每个阶段需要满足的条件,并对企业当前所处阶段的量化评估要素进行了分析。结合以上分析,本文以C公司在非洲尼日利亚的本地化经营案例进行实例分析,最后对研究成果进行总结并得出结论。
[Abstract]:With the continuous development of economic globalization and China's "upgrading of industrial structure" and vigorously carrying out the "going out" strategy, all kinds of enterprises of various industries in China are rapidly pouring into the international market to participate in international competition. As the participants in the construction of power grid, the general contracting enterprises of power transmission and transformation projects in China have been at the forefront of the "going out" team for a time, under the circumstances of making full use of the competitive advantage of low cost and high efficiency. Rapid breakthrough has been made, especially in China's traditional and friendly Africa, Chinese power transmission and transformation project contracting enterprises have made rapid progress. With the deepening of the global economic crisis, the competition in the field of general contracting of power transmission and transformation projects is becoming more and more fierce, and Chinese enterprises are facing multiple pressures from developed and developing countries as well as homogenous competitive enterprises. At the same time, the further development of Chinese general contracting enterprises of power transmission and transformation projects in Africa is also facing more and more challenges that can not meet the needs of local social development. Therefore, it is urgent to find strategies and measures to deal with them. In this paper, the current situation of engineering management and localization theory research in foreign general contracting enterprises is analyzed, the concept and connotation of general contracting and localization are summarized, and the characteristics of general contracting of transmission and transformation power are analyzed. The competitive strategy theory and resource-based theory of external competitive environment and internal resource base analysis of enterprises are combed out. Combined with the characteristics of the general contracting market of transmission and transformation projects in Africa, this paper analyzes the current situation and problems of the development of the general contracting enterprises of transmission and transformation projects in China in Africa, and according to the "five forces model" of the theory of competition strategy, "Integration / localization (I / R) model and resource-based theory. This paper makes a comprehensive strategic analysis of the external competitive environment and internal resource conditions of the general contracting enterprises of power transmission and transformation projects. Therefore, the necessity and feasibility of localization operation of Chinese power transmission and transformation project general contracting enterprises in Africa are demonstrated. Then, this paper constructs the "four elements" model of local operation of Chinese power transmission and transformation enterprises in Africa from a horizontal perspective, from the aspects of human resources, technical services, management and operation. Four aspects of corporate culture put forward specific strategies and measures for the implementation of local operation in Africa of Chinese power transmission and transformation enterprises, and listed the problems to be paid attention to in the implementation. This paper further constructs the "three-stage" development strategy model of localization management in the general contracting enterprises of transmission and transformation projects in China from the vertical point of view, and divides the process of realizing the localization management strategy into a single project management stage. The three stages of corporatization operation and brand management are put forward to meet the requirements of each stage, and the quantitative evaluation elements of the current stage of the enterprise are analyzed. Combined with the above analysis, this paper takes the case of C company in Africa Nigeria for example analysis, and finally summarizes the research results and draws a conclusion.
